Economist / Policy Manager, Retail Market Policy

Having recently completed a comprehensive review of the retail energy market, Ofgem is about to embark on a programme of wide ranging reforms in both the domestic and non-domestic energy sectors. You will contribute to this review in a number of ways that could include: policy review and development; evaluation of the impact of the changes we implement; or working with key players in the energy industry to ensure successful implementation and compliance.  There is also an opportunity to contribute to reviews of the impact of third party intermediaries, such as price comparison services, on the energy market.
You’ll offer expert economic advice on the impact, both historical and anticipated, of our policies and intervention on the energy markets. You will also contribute analysis and recommendations to support regulatory intervention, evaluating alternative approaches and different models of provision in the energy sector. You should be able to communicate well in person and in writing, supporting the production of internal and external policy and advice materials. You should be able to establish good working partnerships with key organisations in the energy sector, with Government and of course with colleagues throughout Ofgem.
Essential skills and experience:
  • Expertise applying policy development in a commercial, consulting or public sector environment
  • Strong written and oral communication skills, including the ability to communicate complex issues clearly to non-specialists
  • Strong analytical and quantitative skills, to support robust policy making and the evaluation of current policy
  • Excellent stakeholder management skills, for both internal colleagues and external stakeholders
  • Demonstrated ability to take initiative, think creatively and work independently
Desirable:
  • Expertise in regulatory, energy or competition economics
  • Expertise and/or good knowledge of the operation of energy markets
  • Expertise in managing small/medium sized projects
