IOC is a leading Canadian producer of iron ore concentrate and iron ore pellets serving customers worldwide. The Company operates a mine, concentrator and a pelletizing plant in Labrador City, Newfoundland and Labrador, as well as port facilities located in Sept-ÃŽles, in the Province of Quebec. It also operates a 418-kilometer railroad that links the mine to the port. IOC has 2200 employees and its major shareholder and operator is the international mining group Rio Tinto, which has activities in more than 40 countries throughout the world.
 
IOC operates an open pit mine facility in Labrador City, NL. Current proven ore reserves are in excess of 5 billion tonnes. Benches are drilled and are blasted using emulsion explosives (diesel is a major component of this mixture). Water management has to comply with environment regulations. IOC needs to manage for the site, its used water, its waste disposal, its air pollutant and its tailing to conform to the federal and provincial regulations and Rio Tinto standards.
 
Primary purpose
 
The Project Manager - Environmental Projects will work within the Energy & Environmental Projects team to conceive, develop and implement projects that will ensure regulatory compliance and sustainable development within the following areas: mine water management, used water disposal, Waste disposal, Air pollutant  and tailing.
 
Accountabilities
 
Compliance with IOC’s Safety Management System and Rio Tinto Safety Standards is mandatory. The Project Manager is accountable for the following:
  • Participation in safety activities including (but not limited to) safety interactions, safety talks & safety tours.
  • Participation in required safety training.
  • Performing appropriate hazard studies on new projects.
  • Setting annual HSE objectives.
  • Monitoring safety performance of contractors.
 
1. Support a more formal and structured approach to GHG/AP/water reduction including:
  • Develop and maintain a database separating GHG generation by source, instigating additional measurement/monitoring as required. Where appropriate, compare performance with additional benchmarks.
  • Identification (using internal and external sources of expertise) of a list of GHG/AP/water reduction opportunities. Such opportunities will include improvements in operational practices and investments in improved/alternative technologies. The opportunities will be prioritized on the basis of potential benefits, costs (capital and operating) and time to implement.
  • Locate and utilize external technical expertise to achieve the desired outcomes safely, on time and within budget.
  • Network within Rio Tinto and amongst external experts to maintain an awareness of opportunities applicable to IOC.
2. Identification and development of “quick win” opportunities in GHG, AP and water reductions and power conservation and load management.
 
3. Progressively build on “quick wins” by supporting a more formal and structured approach to power conservation and load management:
  • Develop and maintain a database separating power and energy consumption by process, instigating additional measurement/monitoring as required. Where appropriate, compare performance with additional benchmarks.
  • Identification (using internal and external sources of expertise) of a list of energy reduction and “load smoothing” opportunities. Such opportunities will include improvements in operational practices and investments in improved/alternative technologies. The opportunities will be prioritized on the basis of potential benefits, costs (capital and operating) and time to implement.
  • Locate and utilize external technical expertise to achieve the desired outcomes safely, on time and within budget.
  • Network within Rio Tinto and amongst external experts to maintain an awareness of opportunities applicable to IOC in the areas of power conservation and load management.
4. Manage capital projects when required, including:
  • Develop scopes of work.
  • Obtain financial approvals for projects, adhering to the AFE process.
  • Monitor implementation of project activities to minimize the interruption to the operation while ensuring project milestones are met.
  • Monitor safety performance of contractors by actively participating in site inspections, safety interactions and ensuring application of RT safety standards.
  • Monitor cost performance against plan, liaising with contractors and RT Procurement on deviations that will impact overall project costs.
