The Financial Mechanism Office (FMO) administers the EEA Grants and Norway Grants on behalf of Iceland, Liechtenstein and Norway. The funding schemes aim at reducing economic and social disparities in the European Economic Area (EEA) and strengthening of bilateral relations with the 16 EU countries benefiting from the funding.
Key areas of support include environment and climate change, civil society, human and social development, cultural heritage and cultural exchange, research and scholarships, decent work and justice and home affairs.
The FMO is affiliated to the EFTA Secretariat in Brussels, reports to the ministries of foreign affairs of Iceland, Liechtenstein and Norway. It serves as a contact point for the donor states, beneficiary states and other stakeholders. The FMO has 53 employees.

Scope
The Reporting, Risk and Evaluation Officer provides analysis and reports on the EEA and Norway Grants. S/he is also involved in developing reporting systems, developing results and risk management systems and tools, providing training as well as managing evaluations and reviews. S/he reports to the Head of the Results and Evaluation Unit.
Tasks
- Analyse statistical and qualitative information, prepare reports and communicate results and learning on the Grants;
- Contribute to the development of the performance management approach by developing and maintaining results, risk management, reporting and evaluation systems and tools, including performance indicators for the Grants;
- Carry out training and guidance to stakeholders in the beneficiary states regarding planning, reporting, results and risk management;
- Commission, manage, provide follow-up plans and communicate results and learning from studies, reviews and evaluations.
Qualifications
Relevant University degree, minimum Master’s level.
Experience
At least five years of relevant work experience in public administration, international organisation and/or performance management, reporting and evaluation.
Skills
- Good ability to analyse, document and report;
- Good experience with performance management approaches including results based management;
- Experience and ability to develop tools and systems for results and risk management and evaluation;
- Experience of providing training for capacity building;
- Experience with project management and good skills as project manager;
- Good understanding of public administration and policy;
- Analytical and results-oriented approach, and proactive and cooperative outlook;
- Strong interpersonal abilities, including a dynamic and flexible attitude, and cultural sensitivity;
- Good writing skills;
- Self-reliance and autonomy, but also facility for team work;
- Ability to multitask and work to tight deadlines;
- Experience with standard office software.
Languages
- Excellent oral and written communication skills in English;
- Knowledge of another EFTA/EU language is an asset.
