Consultancy: Management review - GenCap & ProCap projects

Consultants with experience from and excellent understanding of the humanitarian system, including the UN, are invited to bid for conducting a management review of the IASC’s ProCap and GenCap Projects.
Since the early days of the humanitarian reform and the establishment of the GenCap and ProCap projects, the humanitarian system has changed once again with the adoption of the Transformative Agenda. Simultaneously, donor demands have changed and require more demonstration of impact and results-based planning, thereby providing proof of value for money. Both projects were initiated as stop-gap measures, and both have now evolved to the point where a 3-year strategy is being implemented. As a result of the above, it is timely to do a review of the governance and the management models of the two projects.
Since their inception, ProCap Officers have made measurable strategic and practical impacts on Protection coordination and response, involving the development of national policies as well as provision of practical tools at cluster level. GenCap Advisers have contributed considerably to raising awareness within the humanitarian community of the distinct needs of women, girls, men and boys of all ages, and to promoting gender equality programming at global, regional and country levels.
The management review provides an opportunity to strengthen the evolving direction of both projects and a consultant with the appropriate experience and background is sought to carry out this timely piece of work.

Deadline for submission is Sunday 11 May 2014 and all bidders will be contacted by 16 May. The engagement is hoped to begin almost immediately and the report to be completed during the early summer.
