QGC is establishing one of Australia’s largest capital infrastructure projects to turn our world-class reserves of coal seam gas into liquefied natural gas (LNG). Queensland Curtis LNG, a priority project for QGC, involves expanding our exploration and development in southern and central Queensland and transporting gas via a 380km buried pipeline to Curtis Island near Gladstone, where it will be liquefied. QGC operates the gas-fired Condamine Power Station, the world’s first combined-cycle power station to run entirely on coal seam gas.

Position Summary

• The Commissioning Engineer will represent the operations and commissioning function for pipeline projects and start up with specific responsibility for developing final commissioning procedures for the Gas Collection header, export pipeline and pipeline facilities including Receipt and Delivery stations. Will be involved with minor modification of engineering scopes, to ensure compliance with Operations Management System Policy and operational HSSE requirements. Central to this activity will be the institutionalisation of safe working practices and embedding a culture of performance excellence.
• The Commissioning Engineer will provide Pipeline operations expertise as part of the Pipelines Project team responsible for the operational input into all physical plant and associated equipment derived from pipeline projects.
• The Commissioning Engineer will develop and evaluate/approve operational procedures for pre-commissioning, commissioning start up performance testing of the pipeline, and associated process equipment, pigging programmes, integrity testing and safety monitoring.
• The Commissioning Engineer will also develop all training and plant operating manuals for operations and maintenance teams and it is envisaged will transfer to the Pipeline Operations function for the Introduction of Hydrocarbons into the pipeline.

Position Specific
• Ensure that Health, Safety, Security and Environmental policies and regulations are applied on pipeline engineering, plant and process modification activities
• Accountable and responsible for the Development of all Pipeline system Hydrocarbon Commissioning Procedures, Dynamic Commissioning procedures, Introduction of Hydrocarbon and pipeline fill procedures and Pipeline Operating Procedures and Performance Test Procedures for use on the pipeline project for pipeline operations
• Contribute to the engineering and development of pipelines, including process safety, maintenance and monitoring
• The role will involve going out to site on a regular basis and communicating with the site teams on project activities
• Take an active role in the commissioning of the pipeline from pre commissioning to handover to operations
• Take a lead role in supporting and advocating required changes and modifications arising from operations
• Ensure operability and maintainability issues are fully addressed in projects and minor modifications through specification, selection, and installation. In particular, ensure operations are involved acceptance tests
• Coordinate changes to maintenance program and spares requirements arising from projects with relevant function
• Contribute to asset risk identification and mitigation reviews
Participate in Hazop and HSSE related exercises and studies and ensure adequate representation by Operations
• Coordinate the project interfaces with existing Operations to ensure agreement of work scope, tie-ins, operability and maintenance requirements
• Ensure operations and maintenance philosophies and procedures are updated to reflect implications of any design changes
• Coordinate plans with Operations for readiness, commissioning and handover
• Identify and coordinate organisational, competence and training activities arising from engineering changes
• Participate in peer assists, peer reviews and technical assurance reviews
• Ensure the application of document management processes and timely revision of key operations documentation
• Ensure relevant lessons learned and best practice from BG operating assets worldwide are applied to the change process and specific technical issues

People Management
• The contractor must abide by company policy in relation to HR policies and procedures such as annual HR cycle and meet deadlines within the appropriate timeframes

Health Safety Security and Environment (HSSE)
• Every individual has a duty to both themselves and those around them to ensure that safe practice is adhered to at all times. In addition to any specific accountabilities for HSSE, all Contractors are accountable for HSSE within their area of the Business and are responsible for ensuring that their team (if applicable) adopt exemplary HSSE behaviours
• All QGC Contractors are expected to be aware of, and adhere to the Business Principles at all times under Conduct, Our People, Society and HSSE and to participate in relevant training

Unique Knowledge, Skills, Experience and Attribute
Experience Required
• Strong background in a hands on production operations roles in High pressure gas pipeline systems and terminals
Significant involvement in project construction and commissioning activities
• Demonstrated experience in development, operation, and process safety of gas pipelines
• Demonstrated experience in working with gas pipelines, including associated equipment and controls
• Demonstrated experience in working with HP/LP interfaces,
• Must have a clear and demonstrable understanding of metering systems
• Experience in a project environment in a role requiring knowledge of the elements of operational readiness requirements and the relevant documentation required
• Successfully applied engineering change control systems & processes
• Good understanding of E&P technologies, and a good understanding of QGC’s business
• Able to apply appropriate technical standards
• An understanding of interfaces and the development and delivery process that are needed to specify and enable quality control of contractor technical work, and ensure appropriate techniques and standards are applied and improvement opportunities are realised
• Able to apply HSSE principles across all technical activities
• Had successful interaction with range of stakeholders
• Has awareness of BG’s (or equivalent) corporate, operations, project and technical assurance processes e.g. VAF, OMS, PDAS and TAS
Knowledge, Skills and Attributes
• Educated in an engineering discipline (first degree preferred, HND minimum or equivalent)
• Chartered member of a relevant engineering institution, or equivalent, preferred
• Detailed technical/engineering knowledge of gas pipeline operations including HP/LP and associated equipment & controls.
• Good team player with a pro-active and flexible attitude
• Good communicator, able to challenge others in a constructive manner and negotiate successfully to achieve positive outcomes
• Able to network with range of stakeholders, and particularly site operations and project teams
• Able to plan and organise workload effectively, with good decision making skills and a proven ability to work under pressure without sacrificing quality
• Able to address and facilitate change of systems and processes
