Finance and Administration Manager Danish Refugee Council Baghdad

The Danish Refugee Council (DRC) started working Iraq in 2003 and is currently operating a programme in 12 governorates, involving around 150 national staff and 9 international staff.

DRC was among the first agencies to begin operations in Iraq following the collapse of the previous regime in 2003 and ensured a rapid-start-up to respond to the humanitarian needs. The first projects were implemented in Diyala (Central Iraq) as of May 2003 followed by projects in Basra (Southern Iraq) in 2004. DRC is currently operational in 12 (out of 18) governorates across Iraq.

The Iraq programme has developed over the last years from a programme focusing on direct assistance to one that includes a strong emphasis on capacity development within Protection, Livelihood, Shelter and Emergency Distribution, defined as follows:

1. Protection: Capacity building of duty bearers across governorates where DRC is providing direct assistance to beneficiaries and Protection and Assistance Centres and capacity building of local NGOs and duty bearers.

2. Livelihood: Providing income generating opportunities for the Iraqi population, either through vocational training and/or in-kind grant assistance.

3. Quick Impact Projects: Ensuring that key infrastructure rehabilitation is carried out in order to provide basic services such as water or electricity.

4. Shelter: Provision of essential shelter assistance (shelter extensions, rehabilitations and constructions).

5. Capacity Building: Strengthening capacity of decentralised governance as well as civil society.

In the frame of its programme in Iraq, DRC is looking for Finance and Administration Manager (FAM) recruited within the Middle East and North Africa (MENA) region.

DUTIES AND RESPONSIBILITIES
• Supervise all administrative and financial matters related to the DRC mission in Iraq (national labour law , registration of the Organization in the Country, local contracts, matters related to bank and insurance)
• Conduct internal audit of the field offices
• Provide technical support to project & support staff in financial and administration procedures.
• Prepare and deliver administrative and financial reports in a timely manner
• Assist project staff in preparing timely monthly cash forecast and in budget monitoring.
• Ensure compliance to DRC Operation Handbook as provided by DRC head office and donor requirements
• Assist project management staff in the recruitment process
• Assist project manager(s) in preparing and submitting project(s) budget

QUALIFICATIONS
• The qualified candidate should have previous experience in financial/administrative management for an international non-governmental organisation.
• Working knowledge with accounting software
• Familiarity with major donor guidelines
• Fluency in written and spoken English and Arabic
• A proven knowledge of Microsoft Office package especially Excel
• Familiarity with the legal principles of international financial transactions
• Strong interpersonal skills

TERMS & CONDITIONS
Start Date: ASAP

Duty station: Baghdad, Iraq (non family duty station)

Contract: 6 months with possibility of extension

Salary: Please note that this is a LOCALLY RECRUITED EXPATRIATE POSITION.
Monthly gross salary $4800 - $5000 (depending on experience) plus R&R & health insurance benefits.
