Oxfam is an international confederation of 15 independent, non-governmental organizations working together in 92 countries to achieve our vision of ‘a just world without poverty’. This powerful global movement is coordinated, supported and led by the International Secretariat based in Oxford, UK with advocacy and campaigns offices in Washington DC, New York, Brussels, Geneva, Brasilia and a liaison office with the African Union in Addis Ababa. In this 15 months fixed term role you will be leading and managing the Marketing and Fundraising team in the OI Secretariat in Oxford. We are looking for an enthusiastic individual to work with member Oxfams to strengthen their capacity in marketing and fundraising; to lead on income development for the Confederation; and to ensure Confederation effectiveness and efficiency. You will provide a high quality, consistent and professional way of working across OI and the wider Confederation. Relevant experience and a proven track record in fundraising are essential, along with experience with developing teams, strategies, budgets and plans in order to provide expert advice to others. The successful applicant will have excellent interpersonal skills and the ability to communicate clearly, both verbally and in writing, at all levels internally and externally. You will have good organizational and planning skills, with the ability to work effectively as part of a team and independently. You will have strong proven experience in leadership and management and income development. You must be able to work in a way that demonstrates the Secretariat’s values and behavioural competencies.
OI is a diverse and complex organization so the ability to gain understanding quickly, analyze and problem solve is essential.
Job Purpose To significantly expand overall confederation income, particularly unrestricted income, both through individual Affiliates and through collaborative fundraising. To drive innovation, improvement and growth in fundraising for the whole confederation. To manage the Income Development Team to deliver the team goals in the Oxfam Strategic and Operational Plans. To develop a business plan for cost recovery of team costs. Key Responsibilities 1. Leading on Income Development for the Confederation - With the Income and Growth Group, develop a new income growth strategy for Oxfam
- Provide a strategic overview on fundraising trends, opportunities, strategic investments, program packaging, and innovation
- Develop new markets consistent with the confederation growth strategy
- Develop new fundraising products, media and approaches that have the potential to generate large amounts of income (replicable and/or scaleable across markets)
- Ensure fundraising is linked/integrated into campaigns and programming
2. Leading on Confederation Effectiveness and Efficiency - Develop and improve the return from existing fundraising markets and/or products with significant unrealized potential
- Ensure that existing fundraising is achieving full potential
- Offer strategic support for Affiliates; market analysis, fundraising diagnostics
- Develop a network of fundraising expertise to support smaller Affiliates to increase their capacity
- Link Affiliates with available resources across the confederation – people, knowledge and money
3. Leading and Managing the Secretariat - Manages the Income Development Team
- Manages and develops direct reports to deliver agreed objectives
- Develop and implement a Secretariat’s Fundraising strategy, including a business approach for cost-recovery of two positions
- Develop a systematic approach to fundraising and resource mobilization across all departments to capitalize on opportunities and provide added value (e.g. fundraising in campaigns, fundraising at country level)
- Lead the Income Development Team to meet team goals in the Oxfam Strategic and Operational Plans of delivering increased income and greater Affiliate capacity
- Management of other people resources (interns, secondees, consultants, volunteers) as required for particular fundraising projects)

measuring effectiveness - Experienced in managing and developing others, including direct line management
- Experience of leading and managing conflict resolution
- Experience of developing and managing budgets
- Effective negotiation abilities and informal leadership skills in a multi-stakeholder network environment
- Demonstrable organisational and project management skills and ability to manage multiple projects to deadlines
- Strong analytical skills
Income Development - Significant experience of a wide range of fundraising methods and activities at a senior level for a minimum of five years, including both institutional and private individual fundraising
- Experience in profitably developing new markets, new products, including market research and analysis
- Experience in managing complex, diverse projects and leading cross functional international project teams to achieve agreed results
- An entrepreneurial spirit that is able to transcend boundaries in current thinking and operations
- Track record of innovation, including use of new media in fundraising
Communication - Ability to liaise with a wide range of people, both internally and externally and at many levels, with credibility, tact and diplomacy
- Excellent interpersonal and negotiation skills with demonstrable ability to lead, influence and motivate others
- Fluent spoken and written English
Desirable - French and Spanish - highly desirable
- Experience in Monitoring, Evaluation and Learning
- Business, marketing or fundraising qualification preferred
Other - Ability to travel for up to 8 weeks a year
