The EFTA Surveillance Authority monitors compliance by Iceland, Liechtenstein and Norway with the law of the European Economic Area, enabling those countries to participate in the European internal market. In monitoring and enforcing the EEA Agreement, the Authority has powers that correspond to those of the European Commission. The Authority is based in Brussels and operates independently of the EFTA States. The Authority is led by a College which consists of three members appointed by the EEA EFTA States.

Role description:

The Authority is looking for an expert in the field of European energy law with a strong knowledge of internal market law. The successful applicant will be responsible for monitoring the implementation and application of EEA law by the EFTA States in the field of energy (internal market for gas and electricity, renewables, energy efficiency, etc.). The successful applicant will be working closely with other case handlers in the field of environment and climate change, and may also be assigned case handling responsibilities in other areas of EEA law. The tasks will involve analytical work on legal issues, conducting infringement and notification procedures and representing the Internal Market Affairs Directorate in meetings with the EFTA States and the EU institutions.

Essential Skills:

  • University degree in law, or equivalent, and, preferably, a post-graduate degree in European law;
  • Very good knowledge of the general framework of the EEA or EU law;
  • Expertise in energy law and internal market law;
  • Minimum 3 years of relevant working experience in private and/or public sector;
  • Excellent command of written and spoken English;
  • Ability to work both independently and in a team in an international environment.

Desirable:

  • Expertise in EEA/EU Environ mental law;
  • Knowledge of, and familiarity with the functioning of the European;
  • Economic Area, and the EFTA States;
  • Professional experience involving the institutions of the EU and the EEA and/or comparable public bodies;
  • Good understanding of Norwegian, Icelandic, or German (EFTA languages).

Conditions:

  • The position is placed at grade A4 of the salary scale, starting at € 83.386,68 per year. Appointments;
  • are normally made at Step 1 of a grade. A higher step can be considered on the basis of the candidate's qualifications;

While its staff members shall normally be nationals of one of the three EFTA States party to the EEA Agreement, the Authority will also consider other applications, primarily those of nationals of the other States that are party to the EEA Agreement.
