Policy Analyst - Building Energy Performance GBPN

Scope of Work

GBPN is looking for a passionate and skilled policy analyst to conduct global analysis of best practices in building energy performance and low-GHG emissions. The Policy Analyst will specialize in policy research and analysis, focusing mainly on policies and initiatives relating to low-carbon, energy-efficient and zero energy buildings as well as energy refurbishment. This position will principally support the Global Technical Director in initiating, conducting and writing-up GBPN’s global technical research and policy analysis work program.

In addition, the Policy Analyst will collaborate with researchers and policy analysts in our regional hub organizations and strategic partners to identify, document and help to share global best practices through various media, including but not limited to on-line, journal articles, conferences, reports and web material though the GBPN knowledge database. The policy analyst will also support other members of the fast growing GBPN team.

Primary Duties and Responsibilities

  • Designing, conducting and implementing policy analysis based on energy performance of buildings and documenting impact of policies for both new and existing buildings;
  • Analyzing results of research work and collected data;
  • Drawing up conclusions and potentials based on GBPN research material and external sources;
  • Project Management of policy analysis work including management of external consultants and contractors;
  • Report writing and publication;
  • Data-Base development and online presentation;
  • Co-ordination of Strategic Advisory and peer review committees;
  • Planning and organization of webinars, conferences and workshops of policy analysis and research.

Qualifications & Experience

The successful applicant will have the following minimum qualifications:

  • Bachelor’s degree in a relevant field such as engineering, architecture, public policy or equivalent;
  • Higher research degree (Master’s or PhD) in a relevant field connected to energy, environment and buildings.

Experience

  • Commitment to and understanding of the mission of the GBPN;
  • 2 to 5 years experience in relevant policy analysis oriented roles;
  • Experience developing and successfully implementing complex projects;
  • Exceptional writing, editing and communications skills in English;
  • Experience writing in a variety of formats – web, print publications, briefing papers, articles and reports;
  • Working knowledge of current climate and energy policies, technologies and theories of change in the building sector;
  • Superb attention to detail and organizational skills;
  • Ability to work under pressure, prioritize, and be flexible;
  • Professionalism, poise and the ability to work as part of a team, maintain a sense of humor, and interact with a diverse array of people.

Additional Desired Experience and skills

  • Experience coordinating and managing international policy-oriented projects;
  • Experience coordinating expert reference and advisory groups;
  • Experience working in service to a broad range of stakeholders;
  • Background in international policy, or work with multinational institutions;
  • Past experience in energy-efficiency in the building sector;
  • Proficiency in languages other than English is advantageous.
