Programme Finance and System Officer, Thailand Programme Based in Bangkok – Thailand National Post D1, Starting Salary: 47,000 - 51,000 THB per month Benefits: bonus, provident fund, medical, life and travel insurance cover, 20+ annual leave days
About the role We are looking for a qualified finance professional with programme financial management experiences. You will be delivering an effective financial management support to Thailand programme team to achieve the country and organisation objectives to work with others to find lasting solutions to poverty and suffering.
Your roles are to take responsibility for Thailand programme financial management, including budgeting, budget analysis, budget controlling as well as reporting. You will manage donor contract management, donor financial reports, and ensure it meets the requirements. You are required to provide capacity building support to programme partners according to agency standards and procedures, manage Oxfam programme management software system (OPAL, CRIMSON and People Soft) as well as provide minimum administration support to Thailand programme.

The Requirement Essential • Qualification in finance and accounting with sufficient financial management experience including budgeting, budget analysis, budget forecasting, funding coordinating, and reporting • Strong IT skills (MS office), especially ability in using Advance Excel with ability to learn new software package is essential. • Ability in building finance management capacity and delivering financial trainings • Sufficient interest in partnership programme and understanding in socio-economic situation • Organisation to work effectively • Drive to achieve results • Working effectively with others - good inter-personal awareness and supporting others • Takes responsibility for receipt of information and respect confidentiality. • Effective communication skills in both Thai and English • Willingness to travel as project financial monitoring at least twice a year • Commitment to Oxfam’s overall aims, objectives and values including commitment to diversity and promoting gender equity in all aspects of work.
Desirable • Audit experience in project management is preferable • Experience in supporting partners (NGOs/CBOs) on financial management and sub-grant management • Experience in international donors’ project budgeting management and reporting is highly desirable (i.e. EC, Rockefeller, International agencies) • PeopleSoft knowledge, skills and experience is desirable
This is a national hired post. We will be unable to provide visa and work permit to a non-Thai national.
