Senior Policy Adviser – International Negotiations – Energy/Climate Change (UNFCC/UN/UNIDO /IEA /UNEP)

Job Purpose
To advise on political strategies and negotiations within the context of Renewable Energy / Energy Efficiency / Climate Change with respect to UN agencies, forums, major multilateral finance institutions, and other energy and climate change-related processes.
Details
Build relationships with major UN Agencies, Multilateral Financial Institutions & other International Organizations
· Facilitate the development of an overall strategy or strategies for engagement with UN & related bodies such as UNFCCC, IEA, REN21, UNIDO, etc.
· Promote implementation of strategy/strategies through a range of tactics, to influence and shape thinking to ensure progress in climate and energy-related forums
· Monitor international processes related to energy and climate change and identify strategic areas for engagement, partnership, and/or value-add
· Identify and action opportunities for substantive participation in international Renewable Energy / Climate Change forums, especially through thought leadership
· Ensure a wide range of voices are heard by Secretariats and/or Agencies to maintain transparency, responsiveness, and representativeness of organization
· Explain and enhance understanding of the value of participation in international engagement to leadership, and facilitate building of relationships between leadership and leadership of international organizations
Prepare political strategies within organization and on relations and standing vis-a-vis other international organizations specifically UNFCC, IEA, IRENA, UNIDO & others
· Undertake policy analysis, research, advocacy on issues related to Energy/Renewable Energy related international organizations and their functioning
· Develop positions on key issues with major international organizations in line with key organization interests
· Facilitate technical contributions with international organizations/forums and advise as required, including, e.g. legal contributions/review/advise, decision-text drafting, issue mapping, etc.
· Represent the organization at international conferences and negotiations to defend interests and identify potential opportunities
· Coordinate with local stakeholders and understand expectations in considering how to best engage internationally
· Develop positions and contributions to international processes such as UNFCCC, IRENA, World Bank, UNDP, UNEP in concert with UAE Governmental Bodies & Task Forces
· Provide and support strategic advice and guidance on issues related to climate change, clean and renewable energy, green growth, sustainable development, water, etc.
International Stakeholder Management
· Advise high level stakeholders / Ministers / Their Excellency’s on policy and procedures that could impact the organizations international reputation
· Build and sustain relationships with key stakeholders and partners (internal/external/ bilateral/ multilateral/public/private/NGOs etc.), forums, summits, bi-laterals, etc.
· Working with UAE government to formulate a position on the nation’s overall objectives and develop a negotiation strategy and action plan to implement it
· Support the Governmental delegation in international negotiations
· Support specific task forces/working groups on climate change and international positioning
· Liaise with the national /International Organizations team and provide support as required
· Lead the capacity building of a multi-level support team
Policy & Procedure and international positions
· Liaise with domestic policy advisors and working groups to ensure that the international strategy is aligned and in coordination with the domestic strategy and policy framework
· Study and recommend an overall strategy for how the engagement in international CC/EE/RE forums can help commercial deployment of energy and climate change technologies and strategies
· Working with Key Government Ministries, coordinate the development of national policy initiatives, with relevant government stakeholders at national and Emirate level
· Conduct technical and economic impact analyses
· Coordinate with the international climate change teams to ensure alignment with international strategy and policy framework
· Advise and support main UAE Ministries on economic incentives and regulatory requirements for energy initiatives across the value chain
· Coordinate with communications team to ensure appropriate messaging on key organizational positions and issues
Preferred Qualifications:
· Bachelor’s in law, international relations, Master’s / PhD an asset
Preferred Experience:
· 10-12 years of experiences in governance and strategy of multilateral institutions
Job-Specific Skills:
· Strong knowledge of major international organizations related to renewable energy (RE), energy efficiency (EE), and climate change (CC), and their mandates, key actors, programmes, and structures
· Expert Experience in successfully negotiating agreements from diverse stakeholders groups and producing meaningful outcomes from those negotiations
· Expert Experience with international negotiations with UNFCC / IEA / UNIDO etc
