Request for Expression of Interest

The Government of Liberia has received financing from the World Bank in the amount of US$ 10.0 million toward the cost of the Liberia Electricity System Enhancement Project (LESEP) and intends to apply part of the proceeds for the services of a Consultant to provide environmental and social impact assessment (ESIA) and resettlement action plan (RAP) review and training in support of this Project.

The services to be provided include training LEC staff, on both an intensive and on-the-job basis, in the basics of ESIA and RAP, including reviewing and ensuring sound implementation and compliance with simple and complex ESIAs, EAs, RAPs, and other safeguards documents; ensuring staff are equipped to carry out routine environmental and social management and monitoring practices with regard to all power sector projects, including hydropower projects, in which LEC is or becomes involved; and advising LEC management on how to handle complex environmental and social management issues, including RAP implementation issues.

The LEC now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV's, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).
