Objectives

The overall goal of the Congo Basin Forest Fund (CBFF) is to alleviate poverty and address climate change through reducing the rate of deforestation. Its purpose is to: i) slow and eventually reverse the rate of deforestation in the Congo Basin; ii) provide support mechanisms which conserve the forests and iii) maintain benefits to local communities. Launched in June 2008, the UK and Norway Government have committed GBP 50 million and US$ 100 million respectively. The CBFF Governing Council, co-chaired by Hon. Paul Martin and Prof. Wangari Maathai, provides strategic guidance, oversight and ensures broad donor and stakeholder participation of the CBFF. The Bank hosts the CBFF Secretariat which is headed by the Coordinator.

Duties and responsibilities

Under the supervision of the CBFF Coordinator, and in close collaboration with the experts, the incumbent will perform the following duties:

  • Design and maintain the database of the CBFF’s portfolio of projects;
  • Analyze data on the CBFF’s portfolio;
  • Prepare monthly, quarterly, annually and ad hoc reports on the management and performance of the CBFF’s portfolio (grant effectiveness, supervision rating, disbursement trends, status of project audits, status of project completion reports, etc…);
  • Make available information on all the CBFF’s projects in the portfolio, and facilitate its use;
  • Coordinate preparation and monitoring of the administrative budget. Participate in identifying resource requirements for submission and administration of the budget; recommend, where necessary, reallocations of funds; and coordinate data on mobilization of Fund resources;
  • Coordinate preparation and monitoring of the annual work programme and mission programmes of the CBFF. Regularly update work programmes on the basis of the processing schedule;
  • Coordinate the regular updating of the CBFF website in close liaison with the Bank’s webmaster and drawing on contributions from the CBFF Secretariat;
  • Coordinate the preparation of annual activity reports and portfolio analysis reports;
  • Liaise with the Information and Methods Department (CIMM), as necessary, for all issues relating to the SAP system and other information technologies; act as SAP resource person in the CBFF;
  • Provide technical assistance to PL and GS staff in the Unit in the use of SAP-PS and the COSTAB software;
  • Ensure that all required information from CBFF is posted timely on the website;
  • Participate in CBFF missions, when necessary; and
  • Perform any other task requested by the CBFF Coordinator.

Selection Criteria

  • At least a Master’s degree or its equivalent in statistics or economics;
  • A minimum of four (4) years of relevant experience, three years of which must be in a position handling similar tasks;
  • Strong facilitation skills;
  • Knowledge and understanding of operations, planning, work programme, budget preparation and financial management in MDBs;
  • Proven ability to manage and deliver multiple products and projects within stipulated time frames;
  • Good knowledge of computer applications currently used in the Bank, including Word, Excel, Access, and PowerPoint;
  • Practical knowledge of SAP indispensable;
  • Ability to communicate fluently in English or French with a good practical knowledge of the other language;
  • A good knowledge of operations in the forestry sector would be an advantage.
