JOB CONTEXT: Handicap International (HI) is operating in Ethiopia since 1986 and has implemented projects in the area of physical rehabilitation, mine risk education, community based rehabilitation, food security, HIV and AIDS, capacity building of local associations of Persons with Disabilities (PWD). Our organisation is currently working in collaboration with governmental authorities, Local NGOs, National associations of Persons with Disabilities. Until recently, Handicap International operated exclusively in Addis Ababa and in Eastern Ethiopia. Presently, the programme is extending activities to other parts of the country, including the volatile Somali region for humanitarian response. Handicap International’s projects in Ethiopia till 2015 are presently oriented around four fields of intervention: Physical rehabilitation, Inclusive education, Humanitarian response,HIV and Disability response. The “Pilot project on access to HIV prevention and services for people with disability in Ethiopia” funded in 2010-2012 by PEPFAR/USAID has raised HI’s reputation and image as a technical reference in the field of disability in Ethiopia, and fostered greater collaboration with USAID in its bid to develop inclusive programming in Ethiopia. Following the demonstrated competence in disability mainstreaming into HIV and AIDS programming in Ethiopia, HI is the only partner in disability mainstreaming into the recent Prevention Project (2012 – 2015). The project, which will be implemented in nine regions, is in partnership with PSI (the lead partner), EngenderHealth and Ethiopian Public Health Association.
JOB DESCRIPTION: As Programme HIV / Disability Technical Coordinator (PHDTC)) you will work under the direct supervision of the Technical Unit Coordinator You will be based in Addis Ababa but requiring frequent professional travels in order to both support and monitor projects implementation and to carry out exploratory missions.
The main stakes of the post are: Consolidate and strengthen HI’s technical image and reputation as a reference actor in terms of disability and mainstreaming of disability issues in HIV national policies and programmes Support the programme to respect HI technical policies, methods and approaches in order to ensure quality during project implementation Support the development of competencies and capacities of national staff and projects partners on disability mainstreaming into HIV and AIDS programming, as well as GBV and SRH issues Technically support and monitor projects implementation Closely monitor and support the PEPFAR/USAID project and any other relevant projects Support the FDP in approaching HIV, GBV and SRH donors and developing new projects as well as carry out exploratory missions Contribute to the set up and functioning of the technical unit as part of the technical reference pool
You should closely collaborate with project managers and technical staff, as well as with the HIV and AIDS Technical Advisor, Mental Health Technical Advisor/Gender Focal Point, Protection Officer and Regional Disability Technical Coordinator.
CANDIDATE PROFILE:
You have at least a Master in Public Health, Medicine, Nursing or Disability Studies You have a minimum of 5 years working experience in the field of Disability & HIV Programming & policies development (comprehensive understanding of disability mainstreaming and rights-based approach) You have strong competencies in capacity building, trainings, animation & coaching You are patient and have very good networking and presentation skills
REQUIRED LANGUAGE SKILLS: English Mandatory
JOB ENVIRONMENT: The town of Addis Ababa offers services like restaurants, bars, food stores like all big African towns. Relationships with the locals are quite good. Expatriate population is very big and social life can be very rich. No specific security risk for the time being. The expatriate only has to follow HI Ethiopia security rules specified for Addis Ababa or wherever s/he may be within Ethiopia at any given time Individual accommodation house not so far from the office (electricity and hot water provided by city power or generator).

EMPLOYMENT CONDITIONS: Salary: salary bracket: 2150-2400€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
