Background

Focus Humanitarian Assistance (FOCUS) is an international emergency response and disaster management agency that provides relief and support services during and following natural and man-made disasters, primarily in the developing world. FOCUS aims to provide disaster mitigation and preparedness programme in vulnerable communities. It also extends humanitarian relief and recovery following natural or man disasters and reduce the communities’ dependence on humanitarian aid and facilitate their transition to sustainable self-reliance. Founded in 1994, FOCUS has offices in Afghanistan, Canada, Europe India, Pakistan, USA and has been providing humanitarian assistance, and responding to natural disasters in Tajikistan since 1998. FOCUS is an affiliate of the Aga Khan Development Network (AKDN).



FOCUS in Tajikistan is currently implementing the second phase of its Remote Geo-hazards Capacity Building and Monitoring Project co-funded by UKAid of the Department for International Development (DFID) and the Swiss Agency for Development and Cooperation (SDC) to address threats posed by remote hazards. As part of this project, FOCUS will implement small-scale structural mitigation projects in target communities. Examples of such projects include clearing of debris flow channels, construction of small foot and vehicle bridges, installation of riverbank flood protection measures and hydro-insulation/rehabilitation of water channels. The costs for these measures usually range between USD 10,000 – USD 20,000 per community.



Position

FOCUS is currently recruiting a qualified engineering consultant to review the technical designs of these projects as well as enhance the capacity for FOCUS’ engineers by providing training to the engineers on new techniques and design. The position will be based in FOCUS’ Khorog field office in Gorno Badakhshan Autonomous Oblast (GBAO), Tajikistan

Objective

Evaluate the quality of the design and implementation of small-scale structural risk reduction projects implemented in target communities
Enhance the capacity of FOCUS’ engineers
Tasks

Objective 1: Evaluate the quality of the design and implementation of small-scale structural risk reduction projects implemented in the target communities

Review designs of four structural measures:
River bank protection for flooding
Hydro-isolation / rehabilitation of water channels to protect against landslides and under-flooding
Small-scale foot / vehicle bridge construction
Clearing and rehabilitation of debris flow channels
Visit and assess quality of work implemented for two sites for each of the four measures
Prepare a report on describing quality of each design and work implemented in the field as well as recommendations for improvement
Objective 2: Enhance the capacity of FOCUS’ engineers

Conduct training for FOCUS’ engineers (including both classroom and field activities) to improve structural designs and implementation of measures in the communities
Prepare an overall report on FOCUS’ engineers capacities and recommendations for improvement
Deliverables

A report describing the results of the assessment and recommendations of eight structural measure designs and site work
A report evaluating FOCUS’ engineers capacities and recommendations for improvement
Qualifications

Degree in civil engineering or similar
Minimum seven years of related experience
Familiarity with hydrology and structural design aspects within the civil engineering field
Experience working with natural hazard structural risk reduction measures
Teaching / training experience
Fluent in English (Russian and / or Tajik languages are a plus)
Excellent report writing skills
