Strategic Procurement Manager - CPS Asia

Lead strategic procurement function for CPS Asia in close collaboration with GSP focusing on strategic sourcing, process standardization across our 10 CPS Asia Plants and delivering operational supply management metrics.

Key member of CPS Asia extended leadership team and CPS Supply Management leadership team, with leadership in developing and implementing a vision for procurement focused on sustainable value creation.

Based in Shanghai or Singapore with global responsibility for approximately US$100mm materials sourced from China and strategic responsibility for US$400mm total CPS Asia ingredients costs.

MORE DETAILED RESPONSIBILITIES:

Develop strategic road-map for CPS Asia Procurement
• Develop 3 – 5 strategic road-map for CPS Asia Procurement focusing on a) organization/capabilities, b) standardization, c) sourcing and c) operational procurement


Develop and Maintain China Industry Analysis to support category strategies
• Build and update process to document and communicate key indicators affecting ingredient supply from China
• Understand and monitor all relevant economic factors, including GDP, inflation, exchange rates, energy costs, commodity costs and raw material costs
• Understand and monitor relevant political and regulatory factors, including government industrial strategy, tax and duty regulations and incentives
• Understand and monitor commercial factors including supplier long term strategy, vision and financial stability
• Understand and monitor logistics industry and economic and regulatory
• Integrate all relevant factors to identify risks and opportunities and work with global category managers to optimize ingredient strategies and build short term, 3 year and 10 year plans

Develop integrated supply chain solutions for ingredient supply from China
• Support negotiations with Chinese suppliers for all categories
• Lead development of new suppliers and ensure compliance with Supplier Guiding Principles
• Develop risk management strategies to ensure continuity of supply and alternative supply
• Develop innovative route to market, logistics and supplier management strategies to reduce cost and lead times and improve service levels and efficiency

Manage Calcium Lactate and Salts
• Develop Short, Medium and Long term strategies for global supply of categories
• Develop industry analysis encompassing economic, political / regulatory and commercial factors and apply to strategy to ensure optimal results
• Lead price negotiations with suppliers
• Monitor supplier performance and take corrective action where necessary

Procurement Process Standardization
• Ensure implementation of standard processes across CPS Asia plants

Value creation
• Drive cost reduction / cost avoidance, productivity improvements and manage risk
• Proactively identify and follow up opportunities to reduce or avoid cost
• Ensure cost savings / avoidance is measured and communicated

People & Organizational development
• Develop organization road-map for strategic and operational procurement across CPS Asia
• Build procurement capability across CPS Asia plants
• Ensure direct report (Supplier Developer) has agreed objectives, regular feedback and robust development plan

Operational Procurement
• Ongoing communication between selected Asia plants and category managers on issues and opportunities, including but not limited to: supply shifts, changes in forecast volume, supplier quality issues, indexed pricing, and productivity or savings opportunities.
• Ensure deliverable on key procurement metrics (i.e. mandatory inventory levels, GFSI, SGP, etc)
• Responsible for obtaining volume from plants for negotiations.

Business Partnership
• Participate as key member of Global Ingredient Team, CPS Global Supply Management team, CPS Asia extended Leadership team
• Drive greater understanding of China supply chain issues and opportunities among CPS Asia leadership and CPS Global community
• Partner with FIS and Global R&D to leverage industry analysis and supply chain opportunities across functions
• Assist FIS if required on specific issues

WORK EXPERIENCE:
Internal: Experienced procurement or finance professional
External: Experienced procurement professional with experience in Asia Food and Beverage, Pharmaceutical or other FMCG industries

Education: University Degree, 7+ years experience, MBA desirable but not mandatory

Fluent written and spoken English, Mandarin preferable
