The Telecommunication Standardization Bureau (TSB) fulfills the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.
Organization Unit:
Within the Telecommunication Standardization Bureau (TSB), the Study Groups Department (SGD) is responsible for facilitating, managing and supporting the work of the ITU-T study groups in the development of global telecommunication standards (ITU-T recommendations) and other documents and databases related to standardization. It provides the secretariats for the Sector's study groups, focus groups and other ad hoc groups. The Department maintains close relations with the ITU Radiocommunication and Telecommunication Development Sectors and takes part in their work as required. Likewise, it cooperates with other global standards organizations such as ISO and IEC as well as recognized industry forums and consortia.
Duties / Responsibilities
Under the supervision of a Study Group Counselor or a Study Group Advisor, the incumbent is responsible for:
  • Providing advice and technical support to the Study Group concerned:

    • Assists the Chairman in the management of the Study Group;
    • Studies contributions, consults with the submitting bodies and with supervisor on technical aspects;
    • Prepares draft texts (recommendations, reports, questions, etc.) for review by the Study Group Counsellor or a Study Group Advisor, or for consideration by the Study Groups and/or the World Telecommunication Standardization Conference; ensures technical accuracy of such texts;
    • Provides input on the technical accuracy and comprehensiveness of all such texts;
    • Reviews the results of studies on the technical aspects of questions referred to the secretariat.

  • Ensures liaison with other Study Groups on subjects of mutual interest.
  • Participates in meetings of other sectors for the preparation of administrative conferences, to give advice on matters related to the Study Groups concerned.
  • Participates, within his/her field of competence, in establishing the study cycle programmes organized with regard to the activities of the ITU-T.
  • Upon request, attends meetings of international organizations.
  • Keeps abreast the study and research activities in the field of telecommunications, with special emphasis on the subjects assigned to the Study Groups for which he/she is responsible to provide technical support. The proposals and recommendations made are considered technically valid. However, they are reviewed by the supervisor in terms of technical reliability policy and for coordination.
  • Performs any additional activities that may be to ensure the success of the work team.
  • Qualifications required
    Education:
    Advanced university degree in a branch of telecommunications, science, mathematics, physics or a related field, with some specialization in modern telecommunication technologies and services, OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least five years of progressively responsible experience in the field of telecommunication technologies and services, including at least two at the international level. A Doctorate in a related field can be considered as a substitute for two years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Competencies:
  • Expertise on service definition, numbering, naming, addressing requirements and resource assignment including criteria and procedures for reservation and assignment would be an advantage.
  • Knowledge of tariff and accounting matters (including costing methodologies) for international telecommunication services and study of related telecommunication economic, accounting and policy issues would be an advantage.
  • Ability to establish and maintain relations in particular with Study Group participants and Management Team.
  • Ability to provide technical support and advice to the chair and members of study groups.
  • Ability to work independently and as part of a team.
  • Ability to establish and maintain effective working relations with officials at all levels including an awareness of multicultural issues in the working environment.
  • Good oral and written communications skills.
  • Up-to-date knowledge of the telecom industry and in particular of the technical domains related to the post.
  • Excellent skills in drafting texts (recommendations, reports, questions, etc.)
  • Familiarity with international telecommunication standardization.
  • Knowledge and participation in the work of the ITU Telecommunication Standardization Sector would be an asset.

    Annual Salary: (Net of Tax)
    115,509.- USD - 154,159.- USD without dependants
    123,747.- USD - 165,818.- USD with dependants
