Norwegian Refugee Council Adviser Gender Based Violence in Oslo


Gender-based violence (GBV) or violence against women continues to be one of the key protection challenges in humanitarian contexts. Despite a series of UN Security Council Resolutions addressing women, peace and security and gender-based violence, and increased public attention, the threats faced by women and girls in crisis have not lessened. GBV affects NRC’s beneficiary population throughout all phases of displacement, and is both a consequence of and a method for inducing displacement. While in most countries, gender based violence existed prior to the crisis and displacement, it is often exacerbated during crisis. Traditional protection mechanisms collapse and in particular women and girls (and to some extent also men and boys) are subject to various forms of GBV. NRC has recently decided to expand its programming on gender-based violence (GBV) with a focus on women and girls as survivors of violence. NRC will use a three-year period to test GBV programmes in the field with the aim of developing its identity and area of competence as an international GBV actor.
Job description ■Provide support and advice to Head Office and country programs on GBV advocacy and programme issues ■Initiate and follow up on the development of relevant guidelines and tools for implementing GBV programmes in the field and for mainstreaming of GBV into the other core competencies ■Roll-out of mainstreaming tools, including organising of trainings ■Visit field operations and participate in assesments of emerging crises ■Document lessons learned and ensure monitoring & evaluations systems are in place ■Lead/support resource mobilisation efforts to secure funding and staffing of GBV pilot projects in the field ■Keep the Norwegian Refugee Council abreast of developments within gender-based violence nationally and internationally ■Establish a group of experts on GBV in NRC (Expert Team) ■Give advice and guidance during recruitment of personnel and take part in briefings and debriefings of incoming and outgoing GBV staff ■Work closely with the Advocacy and Information Department (AID) to initiate and support the development of information and advocacy messages and implementation of events and campaigns on gender-based violence

Qualifications ■Minimum 8 years professional experience, of which a minimum of 3 years work experience in complex emergency situations and 5 years work experience in humanitarian programming. Experience from international work on a middle to senior level, preferably in complex emergencies and with solid experience working on GBV ■Masters level university degree ■Technical capacity in assessing and responding to GBV ■Analytic and drafting skills ■Ability to develop proposals ■Ability to manage and report on budgets ■Ability to implement and execute projects ■Political and cultural awareness ■Fluency in oral and written English
We offer ■Commencement: January 2013 ■Contract period: Up to 3 years (negotiable) ■Salary/benefits: According to NRC’s general directions. ■Duty station: Oslo, Norway. Travel regularly to the field for strategic programme support and development (expectations for travel 10 weeks per year)
