Norwegian Refugee Council (NRC) is an independent, humanitarian non- governmental organization which provides assistance, protection and durable solutions to refugee returnees and internally displaced persons in Afghanistan. NRC has been working on shelter and WASH projects in Nangarhar and Laghman provinces since 2007.
The position announced is related to shelter programme in Nangahra and Laghman provinces to facilitate the voluntary return of refugees from Pakistan/Iran, IDPs and vulnerable host communities improving their basic living conditions by: offering technical assistance, shelter package (construction material and cash), community mobilization and hygiene training.

Duties and Responsibilities

The Construction Supervisor will perform the following duties:

• Responsible for: assessment; project planning, implementation and monitoring
• Participate in field missions
• Produce reports on weekly and monthly base 
• Remain updated on technical and legal considerations (national lows, standards and codes)
• Participate in NRC staff seminars and training, when scheduled.
• Operate field equipment, radio etc.
• Any other tasks as assigned by the immediate superior.

Sectors and activities with specific responsibilities

• Assessment on site. Village assessment, needs, site selection 
• Beneficiary selection. Identify vulnerable families eligible for shelter assistance according to established selection criteria 
• Procurement. Provide technical advice on shelter items. Check the quality and quantity of material supplied. Final supplier evaluation.
• Delivery on site. Organize the shelter items distribution
• Monitoring Organize the field assistants activities, ensuring:
- the shelter assistance is provided to the selected beneficiaries;
- the quality and quantity of construction material is distributed to individual beneficiaries, is correct and according to the delivery plan;
- the construction respect the activity plan and the shelter and latrine design

• Training. Select and train the masons; train the field assistants on shelter construction. Organise workshops for masons and beneficiaries on shelter and latrine construction.

• Design. Advise on shelter end latrine design

Qualification

• University Degree in Civil Engineering
• Auto cad knowledge is desirable
Desired Skills
• Experience with UNHCR shelter standards
• Previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGOs
• Knowledge on preparation of shelter BoQ
• Knowledge of international standards code for building material and testing
• Excellent communication skills
• Computer literacy
• Fluency in English
• Min. 3 years experience in engineering field.
