Emergency Shelter Project Coordinator , Lebanon


The Norwegian Refugee Council (NRC) established its operations in Lebanon in 2006 and has activities throughout the country. It provides assistance and protection through core activities of Shelter, ICLA, Education and ISP. NRC is now implementing an urgent shelter intervention to improve the shelter living situation of refugees in Lebanon.
For the overall responsibility for the field implementation of shelter projects according to proposal, budget and developed activity plans, NRC is now seeking a Project Coordinator (PC). The PC will have particular responsibility for developing, operating, monitoring and reporting on NRC projects in Formal Tented Settlements across Lebanon. Experience in tendering for and managing private contractors and working in camp environments are key assets.
Job description Project Implementation ■Progress management and quality control ■Selection of partners and contractors ■Ensure that constructions are in accordance with norms and standards ■Management of project staff, partners and contractors Monitoring and Reporting ■Develop and implement monitoring systems ■Prepare field reports ■Closely monitor the adherence to logistic, financial, and anti-corruption guidelines, especially related to procurement, contracting and purchase ■Closely monitor the adherence to the code of conduct Budget control Human Resources ■Manage the recruitment of shelter staff ■Capacity building Coordination ■Ensure a constructive cooperation and continuous communication with local authorities, beneficiaries and host population ■Ensure a constructive cooperation and continuous communication with other international and local NGOs as well as the UN family Project Applications and Development ■Continuously assess the humanitarian and shelter situation in the project areas and communicate possibilities for expansion and further projects ■Prepare/develop narrative and budgets for proposals ■Contribute to the development of the country strategy, especially regarding priorities in the shelter sector

Qualifications ■Higher degree in education or related fields of study ■Solid field experience, preferably from refugee/IDP shelter programmes in complex emergencies and camp environments ■Experience of selecting and managing private contractors ■Experience in capacity building and training of national staff ■Experience in staff management ■Experience of management of projects to deadlines ■Experience in logistics/administration management ■Experience of coordination and advocacy work ■Proven communication, interpersonal and leadership skills ■Fluency in the English language ■Political and cultural awareness and experience of working where insecurity is a major issue ■Computer skills ■Proven skills in report/proposal writing ■Holder of a valid international driver’s licence
We offer ■Commencement: June 2013 ■Contract period: 6 months, with possible extension ■Salary/benefits: According to NRC’s general directions, and free housing of moderate standard. Please note that tax fees may occur for some countries ■Duty Station: Beirut, with extensive travel
