Introduction
Cordaid has been active in South Sudan for more than 20 years, focusing on civil society capacity-building via technical advice, accompaniment, lobby & advocacy, linking & learning as well as strategic financing. During this period we have developed a vast network of local and international partner organizations from the grassroots up to the national level. In South Sudan Cordaid works exclusively through local partner organisations, supported by a team of in-country advisors and programme officers based at Cordaid HQ in The Hague. Our current programme in South Sudan focuses on four thematic areas: 1) conflict transformation; 2) healthcare; 3) disaster risk reduction and emergency preparedness/response; and 4) entrepreneurship.
Focus of the position
The independence of South Sudan created new opportunities for the population of the country. Nevertheless, the country also faces many (manmade and natural) risks. The disaster risk reduction (DRR) programme addresses the difficult circumstances in which the population of South Sudan is living. By enabling them to mitigate, prevent and prepare for risks of droughts, floods, conflict and epidemics Cordaid supports the improvement of community resilience.
The DRR Advisor is responsible for designing, managing and coordinating Cordaid’s DRR programme in South Sudan, which will be implemented by local partner organisations. The Cordaid advisor will support the local partner organisations in these areas, will give them technical support and will support them in project implementation.
The DRR Advisor will report to the Cordaid Head of Mission in Juba and liaise closely with the relevant programme staff of the Business Unit DRR & Disaster Response at Cordaid HQ in The Hague. The DRR Advisor will cooperate closely with the regional DRR programme of Cordaid in Eastern Africa covering Ethiopia, Kenya and Uganda.
General objective of the posting
ØSupport programme development and strategic position of Cordaid on DRR;
ØSupport capacity development of local partner organisations in the area of DRR;
ØIdentify, develop and support new DRR proposals and projects with partner organisations;
ØNetworking, representation and acquisition.
Specific objectives
1.Programme development and strategic positioning:
  • Explore opportunities and threats for the Cordaid programme on DRR in South Sudan;
  • Explore potential local partner organisation to implement Cordaid’s DRR programme.
2.Capacity development on DRR:
  • Help organize and facilitate trainings for staff of local partner organisations;
  • Provide technical assistance on DRR to staff of local partner organisations;
  • Support partners in applying and documenting community-managed DRR practises;
  • Facilitate development and use of participatory DRR monitoring and evaluation activities with Cordaid partners and communities;
  • Support documentation of human interest stories, lessons learned, best practices and strategic opportunities related to Cordaid / partners’ programmes and projects.
3.Identify, develop and support proposals and projects:
  • Support partners in formulating proposals (work plan / budget / log frames) for DRR efforts;
  • Support project development to strengthen and build upon linking 1). Emergency Response, Emergency Preparedness and DRR and 2) DRR and conflict transformation;
  • Support partners’ capacities on project cycle management;
  • Support partners to prepare and submit timely and quality financial and narrative reports;
  • Support proposal development for EC and/or other donors for DRR capacity building and implementation of DRR measures;
  • Regular visits to project sites to monitor progress of projects funded by Cordaid and back donors;
  • Responsible for monthly reporting to Cordaid and others based on partner reports.
4.Networking, Representation and Acquisition:
  • Identify and establish contacts with relevant organisations and stakeholders as strategic to Cordaid’s DRR interventions in South Sudan;
  • Explore potential areas for collaboration and mobilize opportunities and resources to support programme partners;
  • Represent Cordaid’s DRR programme in relevant Caritas, UN and other thematic cluster meetings – as delegated by Cordaid’s Head of Mission.
Qualifications
·Academic degree in development studies or other related field;
·At least 5 years proven experience with developing, managing and monitoring disaster risk reduction programmes;
·Experience assessing needs for and/or delivering DRR training;
·Strong (financial) project management, analytical and problem-solving skills;
·Experience of working with internationally-funded programmes, including coordination, reporting and monitoring according to different donor templates (e.g. EC, UN);
·Experience in working with local NGOs and communities in conflict-affected states in Africa;
·Experience in working with faith-based / church organisations is an asset;
·Knowledge of Sudan’s socio-political environment is an asset;
·Be diplomatic, culturally sensitive and result-oriented;
·Experience in working in security sensitive environment in complex (post)conflict situations;
·Excellent English language writing and communication skills.
·Arabic language (classical or colloquial) communication skills are an advantage.
Specifics of duty station
The DRR Advisor will be based in Juba. He/she will have to travel regularly to other states for project monitoring, consultation and coordination meetings. Cordaid has put in place appropriate policies with reference to safety and security in South Sudan.
Contract information
The contract period is for 6 months initially, with the possibility of extension, starting as soon as possible. We offer a Cordaid contract with a competitive salary and a benefit package which includes comprehensive insurance cover, social security, pension contribution, etc.
