Oxfam Novib International HR Advisor

That is why we work together with Oxfam International.
Due to the expansion of our programme in Afghanistan and with the implementation of the decentralisation and  Single Management Structure with the other Oxfam affiliates, we are looking for an
International HR Advisor
Full time 40 hours per week
Contract period: one year 
Base location: Kabul, Afghanistan
The main objective of this position is to advise and support the line managers and staff on the HR operations in the country office for the implementation ofHR policies, procedure, ways of working and best practices in line with Oxfam Novib’s International HR strategy. The position will report to the Country Director and work in close cooperation with Corporate HRat the head office in The Hague.
Main tasks:
  • Provide HR technical support and advice to the line managers on the interpretation and implementation of HR systems and policies in Afghanistan country office;
  • Identify strategies to enable the achievement of decentralisation and SMS objective for the country office through ongoing improvement in process, procedures and best practices;
  • Develop and implement effective induction processes to ensure staff are aware of the organisation values and strategy, policies and practices relating to their employment. Establish evaluation procedure for monitoring the effectiveness of the induction process and feedback to line managers;
  • Ensure high level of confidentiality regarding staff personal data and ensure that all employee information is kept up to date, is complete and held in a secure place;
  • Manage the human resource function in the country office  ensuring that all staff have clear objectives and receive meaningful feedback and mentoring on their performance;
  • Produce high quality reports on human resource statistics and activities within agreed reporting schedules in supporting the management in the decision making process;
  • Support the Country Director in developing and implementing HR procedures that support staff health, safety and well-being;
  • Liaise with the Security Advisor for the dissemination of security information ensuring the awareness of security policies and protocols in the country office;
  • Support the member of Core Management Team (CMT) with representation to the governmental institution, UN, INGO, partners and donor agencies as appropriate;
  • Comply with all relevant Oxfam Novib procedures with respect to Oxfam Code of Conduct and other relevant global policies;
  • Contribute to strengthen coordination and collaboration within the country office teams and other Oxfam affiliates through  effective and constructive communications, build the morale within individual teams and within the whole organisation to contribute a positive working environment;
  • Liaise, learn and share between the head office, country offices of Oxfam Novib and cooperate with other Oxfam affiliates.
 You have
  • Qualification in Human Resources or with comparable level of significant relevant international HR experiences;
  • A minimum of four years of experience in a similar position preferably with INGO;
  • Practical experience in supporting change processes;
  • Demonstrable International Field experience;
  • An excellent command of the English language both in speaking and in writing;

  • Highly developed communication skills both written and verbal in order to establish effective relationships with internal and external audiences;

  • Ability to translate conceptual idea’s to root level implementation;
  • Resourcefulness and creativity in order to develop the role of human resource within the country office and ensure the most effective support to line management;
  • High level of sensitivity for cultural differences and willingness to work with and for such an environment.
We offer
 A salary of maximum € 4.456 gross per month on the basis of a 40-hour working week and additional Terms and Condition applicable in the country office.
