Stability in Key Areas – East (SIKA East) looks to promote stabilization throughout the eastern region of Afghanistan by supporting the Afghanistan district-level governments. This project will coordinate efforts to support and implement Afghan- and community-led development and governance initiatives that respond to the needs and concerns of the population and instill confidence and build stability. This project will last 9 months and will take place throughout the eastern region of Afghanistan, with the Grants component of AECOM’s contract being implemented by IRD. 

Job Summary

The Procurement Officer will be a member of the Grants Team whom directly reports to Procurement Manager. The Procurement Officer will be responsible for all procurement directed by the Procurement Manager and will be required for the smooth implementation of the procurement activities as per provincial level and/or district level.

Duties and Responsibilities

•Thoroughly familiarize her/himself with detailed systems and procedures for management procurement of goods and services in the field;
•Ensure that all local project procurement complies with IRD procurement procedures, Federal Acquisition Regulations (FAR) requirements and/or USAID policies;
•Keep aware of local market conditions as per provincial level and/or district level, including prices and availability of commodities, works and services;
•Assist field staff with logistics effectively and efficiently reception of goods and services;
•Assist the Procurement Manager to locate, identify and keep data of competent list of potential Suppliers including transportation Companies as per provincial level and/or district level.
•Be able to travel to targeted districts if needed.
•Draft RFQ/RFP, Purchase Orders and other compliance related documents if needed.
•Distribute RFQ/RFP to Suppliers as per provincial level and/or district level.
•Assist the suppliers to understand terms & conditions of procurement specific forms particularity RFQ and PO. 
•Collect, maintain and if needed send quotations to SIKA – East Kabul Office.
•Participate as an active member of the evaluation panel if needed.
•Insure that actual delivery of procured commodities, works and services of requested quality and quantity is happening in the designated time and delivery location.
•Ensure all procurement files are maintained in an orderly and up-to-date system.
•Work along with PMU Grants officer in all procurement activities.
•Assist and communicate to Grants employees in procurement related activities;
•Coordinate with SIKA – East Kabul Office procurement related activities;
•And other performs and other duties assigned by supervisor time to time.

Qualification

•Bachelor degree is required.
•1-3 years experience in the field of procurement.
•Good computer skills and proficiency in standard computer applications (e.g. Word, Excel etc.), as well as in the use of procurement-related databases and other software.
•Fluency in Dari, Pashtu, and English.
•Living in Logar Province is required.

Travel Requirements:
•Up to 90%. 

Mandatory:
The applicants should be from the above mentioned Province.

Skills

•1-3 years experience in the field of procurement.

Language(s) required

•English, Pashtu & Dari.
