Public Diplomacy Assistant (FSN-08)
Position is based in Herat Province

Duties and Responsibilities

The incumbent serves as an advisor to the Consulate Public Affairs Officer (PAO), the Consul and other members of the Consulate on public diplomacy related activities in the Consulate’s geographic area of responsibility. The incumbent assists in the design and implementation of public outreach programs designed to understand, inform and influence members of the Afghan government, media, educational institutions and other influential citizens in their provinces. The incumbent assists the PAO and Consul in the development and sustaining of relationships with contacts that enable constructive engagement.

Qualification

Education: Completion of Secondary (High) school is required. 

Experience: Cumulative two years of experience in an Afghan and/or international academic, media, non-governmental, civil society or business organization is required. 

Language: Level IV (fluent) speaking/reading Dari/Pashto; Level III (good working knowledge) speaking/reading English, are required.

Knowledge: The incumbent must have in-depth understanding of Afghan society, government, academia, history and culture; specific knowledge of leaders and institutions in the geographic area of responsibility, particularly those relating to education, the media and international relations. 

Abilities and Skills: The following skills and abilities may be demonstrated from previous professional experience and/or experience while in school, including college/university. The incumbent must have the demonstrated ability to plan and implement programs and projects. The incumbent must be able to work effectively with supervisors and colleagues. Must be able to communicate effectively, in speaking and writing , with a wide variety of Afghan and international, including American, program participants. Must have proven strong initiative, follow-through, resourcefulness and organization skills. Must have the demonstrated ability to draft professional quality project proposals, reports and articles with minimal editing. Proficiency with standard Microsoft Office applications and internet based information resources.
