Job Summary

The Provincial HR Officer will be acting as a focal point or representative of the HRD in the related province and his/her responsibilities are as under:

Duties and Responsibilities

• Based on the recruitment/adaptation allocation of related province develop an action plan reflecting strategic approach to reforms and change management within certain period of time. 
• Technical support to the recruitment and adaptation team working on the province.
• Ensure effective collaboration and cooperation for administrative reform implementation between, provincial directorate, CSC and central HRD.
• Technical support in the areas of recruitment, capacity building and performance appraisal and assist provincial team in support of the services they provide.
• Orientation to new comers and on Job training to 19 HRD Staff which will be recruited on merit basis.
• Look after human and institutional improvement through taking corrective and responsive actions to the real needs of the institution. 
• Develop a database for both recruitment and adaptation and ensure the on time updating of the database.
• Track and measure the progress that is going to be made during reform implementation and on the basis of that they will give reports to HRD/RIMU in Kabul.
• Technical support to the Provincial director in the areas of need.
• Monthly visits to Central HRD/RIMU in Kabul for reporting purposes 
• Weekly, Monthly, quarterly and annual report to the Central HRD/RIMU
• Any other task assigned by the supervisor.

Qualification

1. Bachelor Degree in Business Administration, Economics or any other related field. 
2. Minimum 3years experiences in similar capacity in a NGO or international organization, experience in Governmental Organizations are preferable.
3. Ability to work under pressure and proven ability to drive change throughout an organization
4. Good command of Dari and /or Pashto essential and knowledge of English, preferable 
5. Strong negotiation skills.
6. Good computer skills
7. Proven track record in delivering year to year cost savings.
8. Strong process management experience.
