Under contract with the U.S. Agency for International Development (USAID), AECOM International Development is implementing the Stability in Key Areas (SIKA) – East program as the prime contractor, jointly with IRD, OSC, Ti and DT as its sub-contractors. The program promotes stabilization in key areas by supporting the Government of the Islamic Republic of Afghanistan (GIRoA) at the district level, while coordinating efforts at the provincial level, to implement community led development and governance initiatives that respond to the population’s needs and concerns in order to build confidence, stability, and increase the provision of basic services. relevant provincial governments.Job Summary
The Sr. Governance Officer will report to the Director of Local Programs and Coordination (DoLP&C) in IDLG.Duties and Responsibilities
•The Sr. Governance Officer will report to the Director of Local Programs and Coordination (DoLP&C) in IDLG.•The incumbent will help in furnishing progress report to the leadership of IDLG on weekly and monthly basis
•Coordinate all program related matters with SIKA central and regional offices and SIKA Unit in MRRD.
•Develop guidelines and provide directions to IDLG staff involved in SIKA in PGOs and DGOs, and coordinate and follow-up on their issues in the center
•Raise awareness of SIKA implementing partners on IDLG strategy, vision and policies related to local governance
•Raise awareness of IDLG Programs and Provincial Governor Office staff on SIKA objectives and requirements
•Provide the implementing partner all relevant documents from IDLG and all of its major programs.
•Ensure coordination between SIKA, IDLG Programs and Provincial Governor Offices for provinces, districts and activities prioritization
•Provide required feedback on the progress of the program to DoLP&C, SIKA, and leadership of IDLG.
•Ensure that SIKA works through the Government and provides required capacity development activities in center, and provincial and district governor offices;
•Contribute to quarterly review and ensure that lessons learned and recommendations are incorporated into SIKA’s work plan and to the overall IDLG strategies.
•Communicate with both DoLP&C and SIKA about all program and government related activities.
•Coordinate program related matters with all SIKA provincial focal points and district level coordinators and report to DoLP&C.
•Be available to travel to all SIKA districts
•Participate in programs’ reviews, field monitoring visits and programs’ events on behalf of IDLG and SIKA.

2.Facilitate and/or participate in events, seminars, ad hoc working groups, etc.
3.Other duties and responsibilities as assigned.
Common Duties:
•Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.
•Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.
•Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.
•Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.
•Perform other duties as requested by supervisor.
Qualification
1. Knowledge/Experiencea.Minimum of 5years of management experience including at least 3years at senior level with preferably two years of experience with sub-national governance
b.Minimum of 3 years of project and Program development and management in an international development setting; experience with local governance program preferred.
c.Minimum of 3 years experience working in/with central or provincial government offices.
2. Qualifications/Skills
a.University degree, advanced preferred, in a field relevant to international development or local governance (International Relations, Development Studies, Policy Management, etc.).
b.Excellent communication skills: speaking, writing, and listening.
c.Demonstrated interpersonal skills including diplomacy and tact.
d.Computer skills, including experience using Microsoft Word and Excel. Internet and e-mail skills required.
3. Abilities
a.Fluency in English, Dari and Pashto languages.
b.Ability to set priorities, work independently, and manage time effectively.
c.Ability to motivate and lead people.
d.Demonstrated abilities to take initiatives, build consensus and make things happen.
e.Professionalism in appearance and demeanor.
f.Willingness to enhance knowledge through training and personal initiative.
