The upcoming Monitoring and Evaluation (M&E) Task Order provides M&E services for the Global Security Contingency Fund (GSCF). Through this unprecedented partnership between the Department of State (State) and Department of Defense (DoD), the agencies pool their respective resources – both funding and expertise – to provide timely and integrated security sector assistance challenges in response to emergent challenges and opportunities. Broad authorities under GSCF are available to provide assistance to countries for important 1) Security Sector Assistance, for national military forces and other national security forces and the government agencies responsible for such forces to conduct border security and maritime security, internal defense, and counterterrorism (CT) operations; and participate in or support military, stability or peace support operations consistent with U.S. foreign policy and national security interests; and 2) Justice Sector Assistance, for justice sector assistance to provide rule of law programs, and stabilization efforts in a country in cases in which the Secretary of State, in consultation with the Secretary of Defense, determines that conflict or instability in a country or region challenges the existing capability of civilian providers to deliver assistance.
