Crisis Action is an independent, non-profit organization that works with others to ensure civilians are protected both from and during armed conflict. 

To achieve this aim Crisis Action works behind the scenes to catalyze, co-ordinate and support strategic coalition campaigns by our civil society partners. Our work enables more effective joint advocacy and campaigning on conflict by our partners, who include Amnesty International, Human Rights Watch, International Crisis Group, Oxfam, Save the Children, The Elders, and many others. 

We aim to complement our partners’ existing work on conflict prevention, resolution and early warning by increasing their collective influence on foreign policy as it affects specific country/regional conflicts. Crisis Action draws together existing strengths and capacities into effective joint action that has impact.

Crisis Action has offices in Berlin, Brussels, Cairo, London, Nairobi, New York, Paris and Washington D.C.

Job description

Crisis Action is a dynamic organization that seeks to multiply the impact of civil society on armed conflict by mobilizing and managing coalition campaigns. Being Advocacy and Campaigns Manager for Crisis Action is therefore not a typical management role. Rather than line managing an in-house team you will be responsible for motivating, supporting and catalyzing the work of an external team of Crisis Action’s partners which may involve organizations in dozens of countries. The ability to work with and motivate very different organizations and to manage complex and intensive joint initiatives is therefore crucial to this role. Among your key tasks will be:

1. Development and implementation of coalition campaign activities. You will devise and drive forward the development of advocacy activities that utilize the resources and influence of partner organizations to the greatest possible effect. This process will involve advising on strategy, proposing innovative campaign tactics and then implementing diverse advocacy activities, including gaining headline media attention, preparing reports and briefings and building relationships in the EU institutions and member states, the policy/think-tank world and the non-profit sector. While your key focus will be the EU, you will work closely with colleagues in our other offices across the world, contributing to shaping and delivering our international campaigns. 

2. Analysis of EU foreign policy to develop advocacy strategies. Focusing on actual or potential conflicts of most concern to our partners, you will supplement their understanding by investigating and analyzing the EU’s policy positions and those of key member states. You will build up in-depth and nuanced intelligence on country-specific policies of the External Action Service, Commission, Parliament and member states in the Council. You will play an important role in further building of high-level relationships among Brussels officials and diplomats. The result will be top quality advice to partners on advocacy demands, strategy and suggestions for action.

3. Contributing to the strategic development of Crisis Action. As a still fast developing organization, Crisis Action’s mandate, strategy and methodology are evolving to meet the challenges of effective coalition campaigning. You will be able to contribute your ideas and energy to this growth and strategic development. Within the Brussels office, you will play a key role in consolidating Crisis Action’s relationship with partners across Europe, ensuring that Crisis Action is providing them with excellent support and advice and undertaking outreach to new members. You will be expected to play a major role in nurturing and managing relationships with existing partners and our wider network.

Person Specification

The following are essential:

  • Proven ability to analyze complex political issues and to define strategies for achieving policy change;
  • A proven track record in campaigning and/or advocacy;
  • Excellent political judgment and instincts, especially with regard to foreign affairs;
  • Expertise in working with the media including ability to write articles, prepare press releases, contact journalists and promote campaigns;
  • First-class interpersonal and communication skills, including the ability to cultivate high-level contacts within government institutions, the media and the civil society sector;
  • Excellent writing skills with fluency in English;
  • Ability to identify campaign opportunities and suggest new and innovative activities;
  • The drive and initiative necessary to take ideas forward to fruition in a coalition setting;
  • High level of energy and enthusiasm; a can-do attitude and drive to see commitments and projects through;
  • Resilience and an ability to cope with multiple internal and external demands;
  • Ability to work well under pressure, and changing demands and priorities when required by external events or strategic opportunities;
  • Commitment to Crisis Action’s aims;
  • Willingness to share the practical tasks associated with running a small organization.

The following are desirable:

  • Knowledge of French;
  • Knowledge of EU institutions and experience in influencing EU policy;
  • Knowledge of conflict issues, especially with regard to the role of the international community;
  • Knowledge of international law and the UN system, especially as it relates to conflict;
  • A university qualification in a relevant subject area (e.g. Politics, Peace Studies, Conflict Resolution, International Relations etc.);
  • Relevant contacts in politics, the media and the NGO sector;
  • Understanding of the challenges involved in organizing NGO coalition campaigns;
  • Knowledge of effective digital campaigning techniques;
  • Experience of evaluating campaigns.
