Under the overall supervision of the 3MDG Fund Director and the direct supervision of the Head of Performance Management Unit, and in accordance with UNOPS policies, procedures and practices, the MNCH Specialist will be in charge of overall management of 3MDGF actions on Maternal, Newborn and Child Health (MNCH) care. The MNCH Specialist duties will include:
1.Management of grants awarded by the Fund under the MNCH Component (1) 2.Drafting of ToRs for RfP/EoI to be launched under the MNCH Component of the Fund
3.Evaluation of proposals received as result of such calls and those received from recipients of direct grants
4.Serve as FMO’s technical resource person for MNCH
5.Work closely with MoH at central and peripheral level to maintain excellent communication, consultation and information sharing and understanding of Fund’s policies
6.Work closely with strategic partners and a dedicated and externally contracted Technical Support Facility to ensure that high quality and cost effective programme are implemented in line with both with national MNCH policies/plans as well as international best practice in the area of MNCH
7.Identify capacity building needs of partners contracted under Component 1 of the 3MDGF and oversee development and delivery of a capacity building plan matched to the needs of all partners and stakeholders
8.Work with strategic partners and the Technical Support Facility to support preparation and implementation of township assessments and surveys for the development of comprehensive township health sector plans.
9.Participate in national technical strategic and coordination organisms and contribute to policy and strategic improvement for delivery of high quality and cost effective MNCH services at facility and community level 10.Support M&E functions within the M&E Unit of the Performance Management Unit of the 3MDGF as well as providing support in relation to Component 1 M&E of 3MDGF partners. Contribute towards development of appropriate tools to determine MNCH programme baselines, monitor and evaluate progress and collect and analyze data in order to generate information relevant to MNCH programming in Myanmar. Routine monitoring of actions supported through the Fund including regular field trips
11.Document programme processes, experiences and lessons learnt
12.Provide technical and programmatic support for operational research aimed at documenting and evaluating key interventions, service delivery approaches and barriers to service delivery.
