Heartland Alliance International (HAI) is a service-based human rights organization working in over 13 countries committed to protecting and promoting the rights of extremely vulnerable populations through an inclusive approach to social and economic justice and comprehensive health.
Scope of Work
HAI is currently implementing a 33-month project aiming to increase access to medical and mental health services for victims of torture from Iran, promote the rights and protection of Iranian women at risk of GBV in the Kurdistan Region of Iraq, and improve the protection, coordination, and communication of LGBTQ individuals from Iran fleeing to Turkey. Toward this goal, HAI has been working with two implementing partners to:
  1. Promote understanding of human rights among Iranian medical and mental health professionals by providing secure online training in the treatment of traumatic stress;
  2. Promote the rights and protection of Iranian women in Iraqi Kurdistan by producing radio and television programming promoting women’s rights and de-legitimizing violence against women, and by training Iranian Kurdish women journalists; and
  3. Improve protection, coordination and communication for Iranian sexual minorities fleeing persecution in Iran through Turkey by supporting Iranian LGBTQ e-organizers to expand their web presence, connect to Iranian refugees in Turkey and around the region, and support grassroots organizing within the country through targeted support to regionally/externally-based groups/networks.
This project has been implemented by HAI in Sulaymaniyah, Kurdistan and through two project partners in Ankara, Turkey. HAI is now seeking an external consultant to design and lead this final evaluation, ensuring key evaluation questions are addressed and recommendations thoroughly documented and disseminated.
Essential Duties and Responsibilities may include but are not limited to:
• Lead the design and implementation of an evaluation methodology and work plan; • Lead data collection and analysis, including the quantitative and qualitative data; data should be disaggregated by sex, region, age, and educational background whenever applicable; • Prepare final evaluation report, assessing the effectiveness, relevance, sustainability, and cost-effectiveness of the project and recommendations for future programming.
Qualifications and Experience: To complete this scope of work successfully, an individual must be able to perform each essential duty satisfactorily. The list below is representative of the knowledge, skills, and/or abilities required by the consultant:
Essential: • Relevant educational background. • Excellent communication skills and fluency in English, with the ability to give written and oral reports. • Familiarity with current data-gathering techniques and technology, and must also be able to analyze and interpret data. • Excellent interpersonal skills and knowledge of interviewing techniques are also required. The ideal candidate has a team-oriented attitude for training others in the program and a professional demeanor for interacting with stakeholders and program users. • Previous experience leading evaluations and/or assessments. • Demonstrable knowledge of and experience with refugee, GBV, and/or mental health programming, specifically in Middle the East region. • Demonstrable understanding of gender and equity analyses. • Proven capacity to supervise, train and coach staff. • Good organizational skills, the ability to pay close attention to detail and capable of reporting in a timely manner. • Ability to analyze information, evaluate options and to think and plan strategically. • Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication. • Politically and culturally sensitive with qualities of patience, tact and diplomacy; capacity and willingness to be flexible and accommodating in difficult working circumstances. • Commitment to and understanding of HAI’s aims, values and principles. • Familiarity with the Middle East region.
Desirable: • Fluency in Arabic, Kurdish, and/or Farsi. • Previous experience working with Heartland Alliance International. • Previous experience conducting evaluations for projects funded by bi-lateral and multi-lateral agencies.
