Monitoring & Evaluation Expert/Gender


The specific objective of the work to be performed by dTS is to build the capacity of the CELI N/S staff in the area of gender and M&E. dTS will conduct a workshop with select CELI N/S staff to develop analytical tools appropriate to target municipalities to assess gender consideration for all CELI N/S activities and program interventions, including grants. The gender expert will also work with the M&E team to design two indicators, qualitative and quantitative, that account for the participation and empowerment of both women and men. In addition, the gender expert will work with CELI N/S management to identify and mentor staff who can act as “Gender Focal Points” (GFPs). The GFPs will continue collecting and disseminating information on gender relevant to project teams, as well as attend and contribute to gender training, workshops and meetings.
Summary of Job
Development and Training Services, Inc. (dTS) will provide short-term technical assistance in gender mainstreaming over the life of the CELI North/South program. dTS will mobilize a local expert in or/around mid-March and an expat expert to Colombia in/around mid-March to organize and conduct a two-day workshop with CELI N/S staff to develop gender analysis instruments that will be applied to on-going activities as well as for activities planned over the next two or three months. Once the instruments have been developed, dTS in collaboration with the CELI N/S senior management team will conduct one-day workshops with each of the regional offices to show them how to apply the instrument and develop measures to ensure gender equity or neutrality in project activities. The gender expert will also work with the M&E team to design two indicators, qualitative and quantitative, that account for the participation and empowerment of both women and men. In addition, the gender expert will work with CELI N/S management to identify staff who can act as “Gender Focal Points” (GFPs) who can continue collecting and disseminating information on gender relevant to project teams, as well as attend and contribute to gender training, workshops and meetings. The gender experts will work in Bogota, Tumaco Medellin, Caucasia, and Monteria.
Roles and Responsibilities
Develop workplan in coordination with CELI N/S Senior Management team Organize and conduct a two-day workshop with CELI N/S staff to develop gender analysis instruments that will be applied to on-going activities as well as for activities planned over the next two or three months.
Conduct one-day workshops with each of the regional offices to show staff how to apply the instruments and develop measures to ensure gender equity or neutrality in project activities. Based on the gender assessment, identify staff who can act as “Gender Focal Points” (GFPs) in close coordination with the CELI N/S senior management team. Provide mentoring and tools so that the GFPs continue collecting and disseminating information on gender relevant to project teams, as well as attend and contribute to gender training, workshops and meetings.
Qualifications and Education Requirement
The Gender and M&E Expert should meet the following qualifications:
Master’s degree in Anthropology, Political Science, Sociology, International Relations, International Development or a related field. Minimum of 10 years working in gender, social inclusion, human rights and/or democracy and governance. Minimum of 5 years designing, implementing, and/or evaluating programs related to gender Demonstrated experience in M&E and developing indicators Demonstrable experience as a facilitator/trainer Experience working with USAID or other large international donors. Strong communicator, both verbally and in writing Good problem solving skills Team oriented individual High level of proficiency in MS Office applications and databases
