Position Description:
Serves as the Monitoring and Evaluation Specialist on the Preventive Technologies Agreement (PTA) and, as a member of that project’s Management Team, participates in all aspects of planning, executing, monitoring, and eventually closing out the Project. Has primarily responsibility for PTA reporting and systems for tracking performance against deliverables and schedule. Supervises staff members who monitor and maintain the project budget and who assist with reporting and communications about the project’s accomplishments. In addition, the Technical Advisor maintains the integrity of the EIS, a database which captures award, budget, and descriptive data on various awards, now most particularly the PTA and PROGRESS. The Technical Advisor I will: Provides technical leadership in all technical component and/or program wide activities and oversees the timely delivery of all centralized project reporting to the donor and, as needed or requested, to the project itself.
Maintains and implements the project monitoring plan (PMP) for the PTA. Manages the monitoring and evaluation budget for the PTA. Supervises and coordinates activities of staff members who support project tracking and provide fiscal oversight. Works across projects to prioritize and coordinate schedules for those supervisees who likewise work on more than one project. Oversees the production to the Annual Workplan and semi-annual reporting for the PTA, as well as quarterly travel plans and other ad hoc reporting requests pertaining to the project. Works on problems of complex scope that require the exercise of good judgment, knowledge of FHI 360’s policies and practices along with donor requirements, and familiarity with both research processes and reproductive health and HIV. Participates in project management and strategic planning meetings. As requested, participates in proposal development, including the recruitment and identification of key staff, writing of the management and monitoring & evaluation plans, and overall review of proposals. Works with team and field staff to help ensure quality in the conduct of the project’s activities. More broadly, works across groups to further FHI 360’s mission and objectives, applying project management, research and topic matter expertise as applicable. Perform other duties as assigned by the Project Director or Operating Unit Director. Minimum Requirements:
5-8 years’ experience and a MPH/ MS/ MA/MSW in public health or related field and professional level of knowledge and expertise in health research and program management. 8+ years demonstrated work experience in project leadership roles A professional level of knowledge and expertise in reproductive health and or HIV/AIDS health research and program management Excellent oral and written communication skills. Substantial non-profit experience in the field of RH and/or HIV prevention Ensures appropriate and timely technical support to field programs. Ensures the quality of implemented technical activities and systems at all levels. Effectively applies knowledge of technical area to solve range of problems. Demonstrates ability to develop solutions to problems that cannot be solved using existing methods or approaches. Excellent written, verbal and organizational skills. Knowledge of research methodology and study design. Knowledge of the public health research process with experience in implementation, management and/or monitoring of studies.
