Water and Sanitation Hygiene (WASH) Specialist , Jordan

The two-year conflict in Syria has forced millions of people to leave their homes, thousands of whom have entered Jordan. The government of Jordan currently estimates that there are 420,000 Syrians in the country (only 373,138 are registered or awaiting registration with UNHCR.
In Jordan, Za’atari refugee camp, located in Mafraq Governorate in the north of Jordan is the largest of all of camps and transition facilities. At Zaatari both individually and collectively, over-crowding and lack of well-maintained WASH facilities is a major concern facing the refugees in the link between scarcity of resources and population growth due to new births and new arrivals. According to UNHCR, Zaatari population is almost 173,000 (UNHCR Demographic Breakdown, 27 March 2013) that is much higher than camp design capacity of 130,000 people. As a result, In March 2013, the Government announced that a new refugee camp (Azraq) will be established near Azraq town, 100 km east of Amman. UNHCR has prepared an initial site plan, which provides services for 110,000 refugees in 10 ‘villages’ spread over four phases. As no infrastructure currently exists at this location, the Government has approached the UN to support creation of this camp. Based on UNHCR’s initial planning for this camp and a discussion among UN agencies and INGOs, including World Vision International (WVI), the systems for the provision of water supply, sanitation, hygiene promotion and community mobilization for refugees will be delivered in two phases i.e. Phase I to cover 15,000 and Phase II to cover 32,000 in Phase I of Azraq camp.
SOME RESPONSIBILITIES INCLUDE:
• Conduct WASH rapid needs assessments in Azraq camp and in host communities.
• As a result of the assessments, assist with identification of specific project locations, design and implementation of appropriate WASH interventions.
• Prepare specifications and documentation for the procurement of key WASH related supplies.
• Assist in establishing and maintaining UNICEF led coordination’s through WASH cluster for WASH interventions both at National and field level.
• Prepare technical reports, project proposals and periodic reports.
REQUIRED SKILLS INCLUDE:
• Bachelor’s degree in Civil / Environmental / Public Health Engineering.
• 3 years of experience with UN / NGO and/or international organisation implementing WASH programme activities in emergency settings.
• A successful track record in developing and implementing WASH response.
• Working knowledge of English.
• Ability to manage a wide range of work assignments and changing priorities in high pressure and demanding environment.
• Experience in designing WASH facilities like toilet, bathing cubicles, water supply lines and hygiene promotion for affected people.
• Understands and have implemented Participatory Hygiene and Sanitation Transformation (PHAST), and other participatory methodologies in emergency settings.
