Basic Needs Project Manager – Lebanon

MAIN RESPONSABILITIES OF THE EXPATRIATE
Based in Zahlé (Bekaa Valley) and under the direct responsibility and support of the Field Coordinator, you will be responsible for:
• The organization, implementation, monitoring and supervision of all components of the basic need project • Respect for overall and specific objectives of the project component • Coaching, organization and supervision of teams needed to implement the distributions • Liaison with local technical services and beneficiaries • Preparation of technical monthly reports to the Field coordinator • Ensuring the coordination with DVFP project to provide a complete assistance • Ensuring, in collaboration with the logistic service, compliance with purchases process, deliveries, and stock follow-up • Ensuring, in collaboration with the administrator, compliance with project budget and inform them of any possible budget amendment
MAIN TASKS OF THE EXPATRIATE
PROJECT MANAGEMENT
• Preparing and updating all the documents related to your project: guideline, detailed workplan, data collection and monitoring tools, workplan in coordination with your HQ technical advisor and get the validation by the Head of mission; purchase plan and budget forecast) • Ensure the good operational implementation of the project (quality, reliability and consistency) on the ground, according to the standards of the organization, and the achievement of the activities you are in charge of • Collect weekly/monthly data from the staff, ensuring their accuracy, providing the team with feed-back • Ensure the follow-up of the quantitative and qualitative indicators, respecting the logical framework and the project cycle • According to evolution of the needs and context, propose adaptations of activities in order to best respond to the needs in the frame of the proposal • Managing the program budget by controlling /authorizing expenditure according to HI procedures • Ensuring a sustainable use of the materials used by the operational teams • Ensuring the respect of guidelines, of logistic and administrative procedures by your team • Ensuring on a weekly basis coordination with log and admin departments to follow the progress of supply and expenses • Ensuring on a weekly basis coordination with the Field Coordinator in order to ensure a proper follow-up on your activities • Ensure good coordination with other projects in the geographical area (DVFP) - Informing your line manager of any relevant information which could impact positively or negatively the project in terms of achievements, duration, costs, quality.
REPRESENTATION
• You are the main interlocutor of Handicap International and you represent HI with local authorities for activities related to the distribution in close collaboration with the Field Coordinator • You actively participate in coordination meetings related to distribution and basic needs (NFI coordination between NGOs etc.)
TEAM MANAGEMENT
• You ensure the recruitment (if needed) and training of the team for the identification and distribution component of the project • You ensure strict application and respect of the Internal Regulation by your related staff. • You define, with each member of your staff, his action plan and delay for reaching defined goals (IAP) • You support and advise your team in the implementation of their IAP • You ensure feed back towards your team about issues potentially raised by them • You ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed) • You are concerned and aware on the personal and professional evolution of each member of your staff, and its development within the mission : individual interviews, oral and written evaluations • You ensure conflict resolution (personal and professional) within your team and inform the field coordinator and the administrator • You support your staff in their management duty: coordination meetings, individual interviews, etc
REPORTING
• You participate in monthly report (SITREP) providing relevant data related to your position (the reporting must include quantitative and qualitative data on your activities, logistic follow-up, budget and HR follow-up and any other information related to your project) • Make sure your regular reporting activities to the Field Coordination and its application (coordination meetings, workshops) • Transmitting regular activity reports to humanitarian coordination and local authorities • Providing your line manager and your head of mission with a mission report or handover document at the end of your contract • Paying attention to the capitalization of your project by drawing up technical notes, maps and reports • Organizing field assessments upon the request of your Field Coordinator • Contributing to the writing of further concept note and proposals under the supervision and guidance of your Field Coordinator and Head of Mission
