Solidaridad Network is a foundation headquartered in Netherlands supporting a network of nine Solidaridad Regional Expertise Centres (RECs) located in Europe, Latin America, Africa and Asia. The nine RECs are pioneers, innovators and transition managers in smart and sustainable land use and sustainable chain management. Solidaridad founded the Fair Trade movement in 1980 and has been a leading example in the world of sustainable economic development ever since. Solidaridad together with all its offices across the world aims to raise production capacity through sustainable use of land, to ensure sufficient amounts of food reaches future generations, while simultaneously improving production methods: less water use, efficient agriculture and more respect for people and environment. In 2007, Solidaridad started an International Network Organization, with nine REC members worldwide. The REC-South and South East Asia region is registered as a not for profit company (Solidaridad Network Asia Limited (SNAL) with regional headquarters in India (New Delhi) and Hong Kong, and is accountable to the Continental Supervisory Board of Asia. The REC-SSEA has been organising, developing and managing several programmes around sustainable development and food security in India, Bangladesh, Nepal, Sri Lanka, Indonesia, Malaysia and Vietnam supporting more than a million smallholder farmers and workers.

The PME Coordinator will be located in New Delhi, India.
 
 
Scope of work
 
The PME coordinator is a new position. Being an expert in Planning Monitoring and Evaluation (PME) and quality management you are responsible for the coordination of PME and quality management in the South and South East Asia-Regional Expertise Centres (REC). You are responsible to develop an overall PME policy for the REC that is closely aligned to the global PME policy and monitor its implementation, develop and align organisational procedures of different country offices managed by the REC and manage overall information exchange systems that support PME and quality management.
 
You report directly to the Managing Director of the REC but work with all country offices under the REC in aligning policies, procedures, systems and supporting their needs to improve PME policies and practices. You will work closely with all programme managers across different countries in the region supporting them on PME approaches and methodologies. This support will include supporting the programme team; financial team and the secretariat with the ERP based programme management software (PROMIS) that is used by Solidaridad network. You will also require to liaison with partner organisations (both NGOs and businesses) as well as Dutch and other international donor organisations for reporting related to PME. You will support and in certain cases take lead to conduct internal and external impact assessments, develop case studies and communicate with external agencies on impacts of our programmes within the region. With your interpersonal and intercultural skills you are good at working with colleagues worldwide and with experts in a variety of disciplines. You understand balancing local individual needs and the necessity of standardisation. You are capable of translating specific and individual problems into feasible and effective systems and processes. You are experienced in quality systems and innovative methods of PME. You thrive in a dynamic international and intercultural working environment.
 
 
Position

The PME Coordinator is accountable to the Managing Director of the REC and is a senior most member of the management team of the South and South East Asia region. The PME Coordinator works closely with the Regional Financial Controller for alignment of procedures relating to financial and result planning and reporting. The regional programme secretary provides support to the PME Coordinator in management of information. Furthermore you work closely with the global PME coordinator, as one point contact for the REC on PME issues. You will participate and contribute to the Solidaridad network PME team.
 
 
Result areas
 
·         Translates PME policy - in dialogue with PME specialists within the REC, senior managers and external experts - into concrete information needs, objectives, results and activities
·         Develops a Multi Annual Strategic Plan (MASP) for PME for the South & South East Asia region including KPIs and systems for monitoring and quality management
·         Coordinates the development of strategic plans, reports and programme reviews and evaluations
·         Manages regional portfolio of projects and administration pertaining to PME and quality management
·         Regularly reviews performance indicators, reports produced by different programme units and programme partners, while suggesting any changes if necessary.
·         Tracks developments and innovations in PME and quality management to match future requirements to internal capabilities
·         Assist the MD in communicating related to impacts of the programme as well as on other aspects of PME including highlighting new opportunities as well as bottlenecks.
·         Support to the managers in developing proposals in line with the RECs monitoring and quality management systems
·         Work in close cooperation with relevant managers for meeting the PME needs of the donors and business partners and where optimal, liaise with the donors directly.
·         Closely monitors and reports on the results and progress made with regard to the programme/project implementation and provide monthly feedback to the MD.
·         Work in close cooperation with relevant managers for meeting the PME needs of the donors and business partners and where necessary directly liaise with the donors.
·         Coordinates the development and implementation of regional procedures and systems and trains other PME staff in the country offices as well as in the sub-offices where relevant.
·         Coordinates application and maintenance of ISO certification
·         Assist the MD in communicating related to impacts of the programme as well as on other aspects of PME including highlighting new opportunities as well as bottlenecks.
·         Actively participates in the management of the regional office as a senior member of the management team under the supervision of the MD.
·         Shares knowledge of and expertise in PME and quality management with colleagues and partners
·         Is responsible for budgeting for PME programme and when required additional fundraising for PME
 
 
Requirements
 
·         At least 7 to 8 years of relevant experience in Europe focussed on PME. Experience of working in Netherlands is preferred.
·         Experience with the DCED standard and private sector development is desirable.
·         Fluent in spoken and written English, Asian language skills proficiencies desirable
·         Relevant university level education, master or higher
·         Experience in quality systems and management, especially ISO
·         Experience in working with NGOs in developing and developed countries
·         Experience in working with policy makers in International Cooperation
·         Experience in working with scientific researchers, consultants and knowledge brokers
·         Relevant work experience in international cooperation sector.
·         Takes initiative, signals trends and information needs and translates this into policy
·         Excellent communication skills
·         Computer literacy (MS Word, Excel, PowerPoint, Visio, MS Project and other package for quantitative analysis)
·         Experience in programme management software such as Compiere (AFFM), or Microsoft Dynamics
·         Experience with ICT exchange tools such as Web-Ex, Catalyst and/or Sharepoint
·         Capable of working in a dynamic, inter cultural, multi stakeholder setting
·         Inspiring and flexible in translating the PME policy into practices within and outside the Solidaridad Network
·         Capable of working in a dynamic, inter cultural, multi-stakeholder setting
·         Able to travel extensively within India and across Asia.

The senior management salary level prevalent in Indian development sector will be applicable for this position.
