Save the Children has been working in Myanmar since 1995. Our programmes include child survival, health, HIV/AIDS, education, child rights, child protection and child rights governance in 28 locations across the country.
Save the Children International is looking for Education in Emergency (EiE) Programme Manager to join our team. This is a 6-month unaccompanied assignment based in Siitwe, Myanmar. This is an extension of application. Candidates who have applied before do not need to re-apply. Role purpose:
Nearly one year after the inter-communal v iolence in Rakhine, education services for IDPs remain sorely lacking. Appreciation for education is high among affected communities and this is often prioritised before other household needs. The purpose of this role is to; initiate, lead and manage the planning, implementation, monitoring and evaluation of a high quality, innovative education programme in the response to ongoing IDP situation in Rakhine that delivers immediate and lasting change for children.

The purpose of this role is to; initiate, lead and manage the planning, implementation, monitoring and evaluation of a high quality, innovative education programme in the response to ongoing IDP situation in Rakhine that delivers immediate and lasting change for children.
Key areas of accountability:
- Maintain strategic overview of thematic area in Myanmar and more precisely Rakhine State, and be aware of state-of-the-art technical approach in thematic area.
- Responsible for end-to-end management of the programme from objectives setting, advocacy strategy, work-plan, monitoring and evaluation and annual budget of approximately USD 1 million.
- Responsible for the timely, efficient and effective delivery of a high quality, non-discriminating , child rights-based programme – focused on achieving sustainable changes for children, with a particular focus on the poorest and most disadvantaged children.
- Ensure the support to the re-establishment of education (including temporary learning spaces, ECCD, and non-formal education etc.) and work on disaster risk reduction are in line with global best practice and principles, and with global strategic priorities and technical advice from Save the Children.
- Ensure compliance to systems and processes for planning and reporting to member head offices and donors
- Provide support and supervision to staff to ensure successful implementation of programme, and provide opportunities for staff development.
- Explore opportunities for improvement to, and/or expansion of existing initiatives, and/or other initiatives in thematic area.
- Act as a primary contact and represent the EiE programme in Rakhine to government, the UN and other interna tional agencies, donors and bodies including media, identifying opportunities to advocate Save the Children Myanmar’s position and raise funds through building key stakeholder relationships.
Qualifications and experience:
- Bachelor’s degree, and preferably post-graduate university degree, in subject related to thematic area
- Demonstrated skills, experience, and knowledge in of Emergency Education, particularly in a camp context
- Experience setting up and managing Temporary Learning Spaces
- At least three years management experience of development programmes in thematic area
- Experience and knowledge of effective financial and budgetary control and managing grants
- Ability to analyse information, evaluate options and to think and plan strategically
- Ability to, and experience of, delivering training in thematic area
- Good skills in proposal developme nt
- An in depth understanding of national and international development issues related to the thematic programme
- Experience of managing and developing a team, and the ability to lead, motivate and develop others
- Excellent interpersonal, communication and presentation skills
- Fluency in written and spoken English
- Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
- Prepared to live and work in an uncertain security environment
- Ability and willingness to frequently travel and stay at the field
- Commitment to and understanding of SCI’s aims, values and principles.
