Director Health Systems Strengthening and Financial Sustainability

The GAVI Alliance is seeking a high calibre and seasoned international health professional with strong skills in managing global partnerships as well as country level programmes in the area of health systems strengthening and health financing. The successful candidate will also have first-class leadership and communication skills and aproven track record in delivering results.
Main duties/ Responsibilities:
  • Lead and manage the team responsible for health system strengthening and financial sustainability of country immunisation programmes;
  • Oversee the development and implementation of effective policies, operational guidelines, and standard procedures to facilitate access of GAVI eligible countries to Health System Strengthening Support and ensure adequate financing of the immunisation programmes;
  • Oversee the development of methodological frameworks and practical tools for ensuring adequate monitoring and supervision of health system strengthening grant implementation and countries’ compliance with their co-financing obligations;
  • Oversee various types of analytical, knowledge generation and knowledge sharing activities  related to GAVI’s HSS support and immunization program financing;
  • Build and maintain partnership with key stakeholders at the global and the regional level in the area of health systems and financing;
  • Manage GAVI’s business plan in the area of health systems. This to include: identification of strategic priorities, deliverables, activities and budgets.
  • Provide necessary input and guidance during the development of HSS proposals by countries, pre-assessment of draft proposals, and the final review of the proposals by the independent review committee (IRC);
  • Act as GAVI’s focal point for International Health Partnership Plus (IHP+) executive team;
  • Oversee various types of analytical activities related to immunisation financing, country-level cost and expenditure analysis, fiscal space assessment, etc.;
  • Build and maintain partnerships with various technical agencies, financing institutions, and advocacy groups to ensure financial sustainability of immunisation programmes;
  • Manage GAVI’s engagement with graduating countries: ensure assessment of graduating country needs, coordinate development of transitional plans for them and carry out policy dialogue and advocacy;

Work experience and Qualifications:
  • At least a Master’s level degree in Public Health or Health Economics or relevant disciplines.
  • Minimum 15 years of progressively responsible professional work experience at national and international; levels in health programme planning, health systems, health system performance assessment; budgeting, implementation, monitoring and evaluation;
  • Minimum 5 years of relevant working experience in developing countries;
  • Extensive experience and understanding of the strategic importance of strengthening health systems, particularly in relation   health care, and existing interventions, health policy analysis and health sector reforms, experience in the field of maternal and child health and primary health care;
  • Proven expertise and experience in leading and managing cross-cultural teams;
  • Proven expertise and experience in working collaboratively with WHO, UNICEF, World Bank, USAID and other multilateral or bilateral development agencies, to deliver results, particularly in the area of health systems and maternal and child health
Languages:
  • Written and spoken Fluency in English is required;
  • French is an asset.
