Capacity Development Officer

We are looking for a
 Capacity Development Officer (for 32 hours)
with a focus on finance systems and business models
Location: The Hague, but a large part of the year, you will be working in the program countries of Oxfam Novib in Africa and Asia, so very frequent travel (15 times a year for a few weeks) is a key part of the job.
Background of the position
Oxfam Novib has a long history of working with partner organizations in program planning and delivery and supporting partner organizations in development of their organisational capacity and financial sustainability. Within the new decentralized structure of Oxfam Novib, a new team will therefore be set up to:
  • Build capacity of partner organisations for quality project implementation, fund management and reporting;
  • To monitor the quality and coherence of implementation of the Capacity Building (CB) Program by Country Offices. Country offices will set up structure & procedures for the implementation of the CB program.  Support development and implementations of Oxfam Novib  capacity development policy and implementation;
  • To contribute to the development and improvement of Oxfam Novib capacity building training material;
  • Support Oxfam Novib staff in country offices and partner organizations in  capacity assessment and organizational capacity development processes around PMEAL and Financial project management  &sustainability;
  • The team will contribute to the development of sustainable business models, organizational systems and procedures of our partner organizations to allow quality program implementation, fund management and reporting;
  • The team will cooperate and liaise with other capacity development work carried out within Oxfam and Oxfam Novib (including humanitarian capacity development).
 Tasks:
  • to contribute to Oxfam & Oxfam Novib ’s  policy development and implementation of requirements and practices around financial standards and financial risk assessment and translate these in Oxfam Novib  capacity development initiatives;
  • to raise awareness and train Oxfam Novib Country office staff in financial policy, standards  and systems that are compliant with Oxfam  and donor requirements;
  • to make an overview on existing  capacity development policy, instruments and techniques  and can be offered, with a specific focus on financial systems & business models;
  • to provide backstopping and coaching to Oxfam Novib staff in and around  capacity development processes around financial systems, risk management and business models;
  • to conduct training of partners on the request of country offices in the field of financial systems;
  • to  assist country offices in their direct work with partners to assess and  improve partner systems and procedures, with specific attention for partner financial systems and business models.
We ask:
  • academic degree or academic working level in a relevant subject (business administration, business logistics & finance, business economics);
  • 3-5 years of experience in financial project management and financial/organizational capacity assessment and development (organizational development) of organizations, including local NGO’s;
  • 3-5 years of experience in dealing with external donors: good knowledge on budgeting, monitoring and reporting according donors compliances;
  • 3-5 years of experience in developing and implementing Finance systems and business models;
  • Knowledge and experience to teach/train, capacity build and transfer knowledge and information;
  • 3 -5 years of experience of working with organizations in Asia and/or Africa;
  • An understanding of gender and diversity and proven committed to incorporate these concepts in your work;
  • Good knowledge of English and French (Portuguese is an advantage). Excellent verbal and written communication skills;

  • ability to transfer skills and knowledge.
We offer
The position is salary scale 9, with a maximum salary of € 4,011 euro gross per month, based on a 36-hour working week.
