HIV TESTING COUNSELOR

HIV Testing Counselor
0.5FTE – 20 hours per week (6-12 month contract with possibility of extension)

Essential Duties & Responsibilities:
• Understand and implement the AIDS Healthcare Foundation operating policies and procedures;
• Administer oral swab / finger stick rapid HIV tests to detect HIV antibodies;
• Conduct client-centered HIV Pre and Post Test Counseling;
• Elicit from clients HIV risk history including, but not limited to; demographic information, sex history, drug and alcohol use and past STI infections;
• Collect and process specimen samples in accordance with National, State, and Local guidelines;
• Provide health education and individual risk reduction counseling sessions;
• Promote safer sexual behaviors and encourage risk reduction plans;
• Conduct test result disclosure and post disclosure counseling as needed and required;
• Offer clients local community and medical referrals as needed;
• Document all required information for reporting purposes;
• Assist in community outreach events - sexual health information / condom distribution;
• Contact community-based organizations and other venues seeking HIV rapid testing;
• Other duties may be requested as needed.
Participation in AHF Meetings/Committees:
Attends meetings as assigned.
Supervisory Responsibilities:
This job has no supervisory responsibilities.
Qualifications:

Education and/or Experience
A Bachelor degree in the fields of public health, social work, counselling or related disciplines preferred with a minimum of one year outreach/HIV prevention activities or equivalent combination of education and experience.
Computer/Software Skills & Abilities
Should have knowledge of Word Processing software.

Language Skills:
Ability to read and interpret guidelines such as safety rules, universal precautions, operating and maintenance instructions, and program manuals.  Ability to document extensive reports accurately.  Ability to speak effectively in a group setting.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio and percent to draw and interpret bar graphs.
Reasoning Ability:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. 
Other Skills & Abilities/Qualifications:
• Fluent in English and Dutch (and other languages would be a plus);
• Knowledge of STIs and HIV/AIDS and its impact on minority health issues;
• Sensitivity to the issues surrounding HIV and AIDS;
• Affinity with the LGBT community in The Netherlands;
• Ability to work with minimal supervision;
• Skill in communicating openly on sexual topics without prejudice;
• Ability to develop rapport and positive relationships with at-risk/hard-to-reach groups;
• Must be available for shifts patterns over weekdays, evenings and weekends;
• Must be able to maintain utmost client confidentiality.
 Certificates, Licenses and Registrations:
• Current Certification in Phlebotomy preferred.
• Full Dutch/EU driving license (cat. B) is preferred but not required.
Contract information
The contract period is for 6 -12 months starting as soon as possible, with the possibility of extension. We offer an AIDS Healthcare Foundation contract and a benefit package which includes health insurance and holiday allowance.
