JOB DESCRIPTION:
IREX seeks applicants for the position of Senior Program Officer – Media, Technology and Civil Society Division. The SPO will play an integral role in the management of technology for development programs funded by the Bill & Melinda Gates Foundation, USAID and the Millennium Challenge Corporation in Eastern Europe and Africa. These programs primarily focus on large-scale reform and modernization of public library systems, as the community information hub of the 21st century. For this position, IREX is seeking a unique candidate with the management experience and capacity to take responsibility for program strategy, workplanning, implementation, staff supervision and liaising with donors. The candidate should have skills in program development and management, public communication, and impact assessment.
The SPO will provide financial and programmatic oversight to programs and contribute regularly to new business development. The position will be based in Washington and will involve international travel.
OVERVIEW OF RESPONSIBILITIES:
- Manage and oversee a portfolio of Gates Foundation, US government, and other privately-funded development programs; maintain effective relations and coordination with program donors and partners;
- Oversee and mentor of staff working on programs, including DC-based support staff and field-based program directors;
- Conduct, design, and/or source training and technical assistance for assigned projects and other projects as required and available;
- Prepare donor programmatic reports in cooperation with field offices;
- Produce ongoing analytical work including conference papers, publications and blog posts reviewing and translating program results for different audiences;
- Work with finance team to ensure that all fiscal and performance activities are in compliance with IREX policies and procedures & donor regulations;
- Contribute to new business development efforts, including assessments and proposal writing;
- Participate in division management.
QUALIFICATIONS:
- University degree in relevant field, masters preferred
- Minimum 7 years experience in an international setting; experience with technology for development and public libraries would be particularly desirable,
- Demonstrated management and supervision skills,
- Substantive experience in new business development,
- Relevant developing-world language abilities,
- Training or other technical skills,
- Exceptional writing, editing and oral presentation skills, evidenced by professional experience and success.
