Drupal Developer - Hate Crime Reporting Website


The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR’s activities are implemented in 57 participating States in accordance with its political mandate. Under the Maastricht Ministerial Council Decision on Tolerance and Non-Discrimination, ODIHR was given the task to serve as a collection point for information and statistics on hate crimes, including forms of violent manifestations of racism, xenophobia, discrimination and intolerance and to report regularly on these issues.
The Tolerance and Non-Discrimination Department (TND) publishes an annual report called Hate Crimes in the OSCE Region: Incidents and Responses that is based on information submitted by participating States, non-governmental organizations and international organizations. In 2013, ODIHR will launch an online version of the report and a website dedicated to hate crime reporting and non-governmental organizations and institutions dealing with hate crime. An initial website has been developed, but further customization is needed.
The Tolerance and Non-Discrimination Department (TND) requires the services of a Drupal Developer to assist with customization of the current, Drupal-based Hate Crimes Reporting website. The consultant will be responsible for further customizing templates based on mock-ups, programming special features and adding improvements to the Drupal-based website as requested.
The projected timeframe for this consultancy is from 1 August until 31 October 2013. The consultant will be working at ODIHR premises in the Tolerance and Non-Discrimination department.
Tasks and Responsibilities
The Drupal Developer, under the supervision of Tolerance and Non-Discrimination Web Editor, will:
•Work with TND Web Editor to conceptualize, design and implement features into the Hate Crimes Reporting website; •Improve, develop, and maintain current features websites and customizing Drupal modules; •Collaborate on solutions and new technologies and approaches whilst maintaining high code quality through adherence to web standards; •Perform QA testing on the overall website; •Liaise with Web Editor and Hate Crime Officers to ensure clarity and accuracy of content and data.
Necessary Qualifications and Experience:
•University degree in information technology, computer science, web development or related field; •Five+ years’ relevant professional experience in Drupal development including theming and custom module configuration; •Extensive knowledge of PHP, MySQL, server-side hosting environments, XHTML, XML, CSS and JavaScript; •Meticulous attention to detail, good analytical skills, and development in accordance with industry best practices and W3C standards; •Ability to effectively prioritize and manage multiple tasks to meet aggressive deadlines and experience working as part of a team; •Strong written and oral communication skills; •English language fluency.
Remuneration Package
Remuneration of the consultant will depend on the selected consultant’s qualifications and experience, in accordance with OSCE established rates.
Coverage of travel expenses will be provided by the OSCE/ODIHR, in accordance with OSCE travel policies.
