Monitoring and Evaluation Specialist
In September 2008, GIZ established the Alliance for Financial Inclusion (AFI) with funding from the Bill & Melinda Gates Foundation. AFI is an innovative, member-driven organization that enables policymakers in developing countries to share their knowledge of financial inclusion policies that have delivered tangible results. This knowledge and evidence of successful policies can empower each country in designing the most effective policy solutions for its own situation. AFI does this by facilitating online and face-to-face exchanges, regional and global events, capacity building training, producing policy products and providing grant support.
AFI’s support and facilitation of policy learning and exchange is focused on seven financial inclusion policy areas that have been identified as critical for financial inclusion: banking beyond branches, balancing integrity & inclusion, measuring financial inclusion, consumer protection and market conduct, microcredit and savings, small to medium enterprise Finance, and financial inclusion strategy.
The primary goal of the Monitoring and Evaluation (M&E) unit is to strengthen the AFI organizational culture to achieve and demonstrate its results systematically through outstanding monitoring and evaluation, and using evidence and lessons learned to inform future programming. The Monitoring and Evaluation Unit is staffed by two M&E Specialists.
Your tasks The Monitoring and Evaluation Specialist (M&E Specialist) will report to the Director of Strategy, Evaluation and Partnerships. He/she will be mainly responsible for implementing organizational-wide monitoring systems and supporting evaluation activities. He/she will work in tandem with an additional M&E Specialist who will focus primarily on carrying out substantive evaluations. He/she will also work in close collaboration with the AFI teams to document results, capture lessons learned and make evidence-based planning decisions. He/she will also interface closely with the communications team to ensure timely sharing of success stories. His/her responsibilities will include but are not limited to the following:
Monitoring & Evaluation
- Review and revise monitoring process and tools (quantitative and qualitative) to ensure a regular and consistent approach to tracking indicators across AFI
- Design and implement organization-wide surveys and other M&E instruments
- Analyze both quantitative and qualitative data and interpret results against AFI’s strategy and Theory of Change
- Analyze AFI’s financial investments against the results achieved in line with the AFI Theory of Change and support the finance team to maintain the cost-benefit monitoring system
- Support AFI teams to undertake monitoring activities and collect relevant data
- Maintain the M&E database to support data collection and reporting needs
- Prepare reports on activities, outputs, and relevant outcome indicators for internal use
Organizational learning
- Promote the culture and practice of consistent monitoring and data collection
- Promote evidence-based organizational-wide learning and cross-departmental knowledge sharing
- Promote the strategic use of and learning from evidence gathered through M&E
- Engage in strategic planning efforts at all levels to ensure a results-based focus and use of evidence to inform future strategies
- Review and update M&E strategy
- Perform other team or project management related tasks as requested.
Your profile You have an advanced university degree in management, economics, political sciences or other relevant qualifications. Working knowledge in Financial Inclusion Policymaking is an advantage. You have more than 10 year experience designing and implementing organization-wide monitoring and evaluation systems and methodologies. You have experience in monitoring and evaluation using various logic models such as the Theory of Change. Ideally you have experience in monitoring and evaluating international networks and policy related interventions. You have extensive experience in analyzing, interpreting, and reporting on results gathered from monitoring and evaluation activities.
You are an inspiring, strong team player and consensus builder, and you have strong interpersonal skills. You have some understanding of the socio-economic conditions in the countries that make up the AFI network. You are able to work independently and effectively in a team environment. You are detail-oriented and highly organized, with a proactive approach and able to multi-task and work to meet tight deadlines. You have excellent writing and communication skills. You are fluent in English. Proficiency in French and/or Spanish is a plus.
