Senior Evaluation Specialist, Evaluation Research and Communications Project, Washington, D.C

Project Summary: 
The objective of this Evaluation Research and Communications contract is to provide evaluation, research and communication support to related to land use and natural resource management. This work will be focused on issues related to natural resources management; enhanced food security as articulated in the USAID Feed the Future Initiative (FTF); climate change adaptation and mitigation; conflict prevention and mitigation; economic growth; biodiversity protection and natural resource management; and women's empowerment and gender equality.
This program will employ a multidisciplinary approach to address complex resource and development issues as identified by USAID missions, Bureaus and offices, and by other USG agencies (including but not limited to Department of State, Department of Defense, and the Millennium Challenge Corporation). It will provide short and long-term technical assistance that is needed to advance USAID Forward strategies and best practices by building knowledge, testing hypotheses and implementing innovative approaches to improving resource use rights and agricultural productivity.
Position Summary:
The Senior Evaluation Specialist position will be a senior-level position reporting directly to the project Chief of Party (COP). The position duties include supporting the following project tasks: 1) design and lead rigorous project evaluations; 2) evaluate current and past natural resource and land use programs to guide adaptive management and to inform future programming; 3) provide input into the design of new programs and projects, including on the design of monitoring and evaluation systems; and 4) identify and disseminate key lessons learned from each of the evaluations.
The Senior Evaluation Specialist position is based in Washington, D.C. and is full-time. The position will begin in mid-2013 and will run for a five-year period.
Specific responsibilities include:
•     Provide intellectual and thought leadership in the areas of natural resource management, agriculture, climate change and land tenure evaluation.
•     Produce a guide for use by USAID staff in designing evaluations that incorporate the best practices and criteria agreed upon by a working group of USAID staff, and is consistent with the goals of the USAID Evaluation Policy.
•     Disseminate to the wider development and conservation community the lessons learned on key themes and issues, via presentations at technical workshops and donor forums, white papers, articles on public websites, etc.
Qualifications:
• Strong skills and expertise in research related to resource and land management and tenure, including in related areas such as agriculture, biodiversity, forestry and other natural resource management activities.
• In-depth knowledge of research methods, survey and sampling design, and quantitative analysis.
• Significant experience in evaluation design and delivery for international development activities, including the appropriate use of quantitative, qualitative and mixed methods.
• At least a Master's degree (Ph.D. preferred) in international development, agriculture, conservation, ecology, economics, sociology, anthropology, or public administration.
• At least 10-15 years' experience in international development or closely related field, with significant overseas experience.
• Demonstrated understanding of the USAID program management cycle.
•     Spanish language fluency preferred but not required.
