TITLE: Assistant Programme Specialist, Data Centre

CONTRACT TYPE: Service Contract with an initial duration of 6 months (possibility of renewal)

SALARY: CAD $ 3,100.17/month, net of income taxes

OFFICE: UNESCO Institute for Statistics (UIS), Data Processing, Standards, and IT Services (DPSS)

LOCATION: This is a short-term contract based in Montreal.

1. DUTIES: 

Under the overall administrative authority of the Director of the UNESCO Institute for Statistics (UIS), the incumbent will perform Professional level tasks, specifically:

1. Project management and co-ordination 

a) Establish a project plan with milestones for the dissemination activities. Revise and reprogram as appropriate. Establish and enact project control mechanisms to ensure dissemination projects deliver on time, are of quality, and are within budget. 
b) Manage and co-ordinate the DPSS aspects to the UIS Dissemination Strategy. Engage DPSS units and establish a detailed project plan with milestones. 
c) Oversee the work of consultants as necessary.

2. Research and Analysis

a) Undertake/coordinate research to support the UIS dissemination strategy (features of other data websites, standards, user feedback, etc.) 
b) Design and carry out research and analysis of statistical dissemination policies and practices. Draft analytical reports, policy briefs, and working papers on the basis of the analysis. 
c) Collect information on other statistical agencies and international institutions regarding statistical dissemination. 
d) Engage with external statistical agencies and institutions regarding dissemination activities, policies and practices. 
e) Identify leveraging opportunities with other organizations regarding data and dissemination. 

3. Act as Secretary for the Dissemination Steering Committee by coordinating activities and providing required support 

a) Coordinate strategic mapping / ensuring consultation across all sections/units of the Institute - synthesize inputs from the different members of the steering committee into prioritized goals with clear scope and deliverables. Manage final product. 
b) Manage meetings of the steering committee - keep regular meeting minutes and communicate decisions regarding follow-up activities. 
c) Monitoring and follow-up – ensuring that activities among the different sections / units are on track according to agreed upon milestones. 
d) Collaborate with other UIS Sections / Units on cross-cutting projects and contribute knowledge of Statistical Dissemination Strategies. 

OCCUPANT RESPONSIBLE TO: Head of Section, DPSS

QUALIFICATIONS:

2. EDUCATION: University degree (preferably advanced i.e. Master’s or equivalent) in statistics or in a closely related numeric discipline (such as demography, economics or applied mathematics) or in the fields of social sciences with a substantial applied statistics component or equivalent professional qualification.

3. EXPERIENCE: At least 2 to 4 years of relevant work experience, of which at least 1 year acquired at the international level, in applied social statistics - ideally education statistics. Experience required in: conducting research into statistics dissemination and web technology adoption and synthesising the research into analytical reports and summaries; preparing meeting reports and producing detailed project plans and controlling project execution. Experience in training and making oral presentations to targeted audience. Good organizational skills essential for timely implementation of work plans.

4. LANGUAGE: Excellent knowledge of English or French, with a good working knowledge of the other language. Fluency in Arabic, Chinese, Russian or Spanish would be an asset.

5. NATIONALITY: In order to be eligible for this contract, applicant must be a Canadian citizen, permanent resident of Canada or hold a valid Canadian work permit.

6. SKILLS/COMPETENCIES:

Excellent oral and written communication skills, project management skills, negotiation and consensus building skills and team-spirit. Able to work collaboratively in a multicultural and dynamic team environment. Aptitude for accuracy, deductive reasoning, meticulousness and initiative.
