M&E Volunteer; Front-End Web Developer

DESCRIPTION:
The M&E Unit supports Program teams in improving data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and established throughout J/P HRO.
The Web Developer Volunteer will support the M&E Unit in creating a web application interface for existing database tools for J/P HRO Programs under the supervision of the M&E Manager. Databases have been developed for project teams such as Education, Community, Livelihoods, and Medical programs. The Data Management and Information Sharing Officer, also within the POD department, will provide technical support to the Web Developer as needed.
RESPONSIBILITIES:
- Web application development
Quickly assess existing Microsoft Access/ MySQL Server databases
Design front-end web application for four existing databases that mimic existing interface’s process
Debug and maintain existing code
Testing, debugging, and documenting the new web application
Ensure the web-based application is user friendly, fast and as powerful as possible.
- Capacity Building
Pilot the web application rollout in collaboration with Program staff and assess their ability to use the application from various field locations.
Participate end to end in the product life cycle: requirements gathering, solution design, development, testing, and implementation
Make modifications to the application and database as necessary to make sure they respond to complex user information needs.
Offer coaching and training to end-users and POD team on how to maintain the web application
QUALIFICATIONS AND EXPERIENCE:
• University degree in computer science or related discipline (essential), Master’s Degree (desirable)
• 3-5 years of experience developing medium-large web applications in the healthcare domain or NGO
• Demonstrated ability to build applications using ASP.Net / AJAX / JQuery / SQL Server
• Advanced knowledge with designing and developing Web pages (style sheets, themes, dynamic navigation, user controls)
• Experience executing complete application development lifecycle (design, development, deployment, and documentation of software)
• Monitoring and Evaluation experience (desirable)
SKILLS:
• Experience living or working in low-resource environments (desirable)
• Self-starter capable of working independently on multiple assignments in a fast-paced environment
• Outstanding troubleshooting and problem solving skills
• Personal motivation, an excellent work ethic, and demonstrated ability to work as a team
• Ability to communicate effectively in English during both written and oral presentations
• Strong interpersonal and communication skills
• Ability to produce quality code on schedule

• Design of web application incorporates data requirements of Programs
• Application that is user-friendly and fast
• Communication with supervisors and collaborating Program staff
