Monitoring & Evaluation Specialist
The Need
Today, millions of lives around the world are in the grip of injustice. International Justice Mission (IJM) seeks to make public justice systems work for victims of abuse and oppression who urgently need the protection of the law. IJM is seeking a qualified and energetic professional to help ensure that all IJM field programs have high-quality monitoring and evaluation plans to produce evidence of performance and impact. The successful candidate will be experienced in program design, management, and evaluation in the international development arena (ideally within the rule of law sector); will have led, conducted, or had substantial involvement in actual evaluations; and have excellent statistical skills and data analysis experience.
This position is based at IJM Headquarters in the Washington, DC area with 25% international travel and reports directly to the Director of Program Design & Evaluation.
Responsibilities
Provide technical assistance to programs so that they have a plausible plan to show achievement of outcomes and contribution to impact (40%)
- Train on and lead field teams to develop logic models and theories of change;
- Provide input to the development of concept notes, proposals, and other program design documents;
- Provide input to the development of monitoring & evaluation plans, detailed implementation plans, risk management plans, and other core implementation tools;
- Ensure that M&E plans are complete with appropriate data sources, collection methods, analysis plans, dissemination & use plans, quality controls, and resource requirements;
- Ensure that M&E plans are of sufficient scope and rigor to meet the program’s needs; and
- Advise on recruitment, role definition, and management of individual program’s M&E staff.
Provide in-depth technical support in the management of research and evaluation activities for field programs (40%)
- Provide substantive input into research design (including methodological approach and data analysis requirements);
- Assess the need for, interview, and recommend for hire external consultants;
- Draft data collection tools for specific research and evaluation events;
- Monitor the research process for specific research and evaluation events;
- Inform and/or design data analysis strategies;
- Reviewing draft and final reports to ensure integrity/accuracy of findings; and
- Assist in dissemination and use of results.
Manage organization internal data analysis function (20%)
- Establish systems and protocols for a data analysis function within IJM;
- Assist staff to determine precise data analysis requirements;
- Perform data analysis on specific research and evaluation events;
- Advise on the quality of and limitations to analysis results; and
- Mentor and train HQ and Global staff on data analysis.
Travel Requirements
- This position requires at least 25% international travel.
Required Skills and Experience
- Master’s degree in social sciences, international development, evaluation or another related field;
- Minimum of four years of successful experience in program management (encompassing design, implementation, monitoring, and evaluation), with emphasis on:
- Playing a leading role in a program design process;
- Drafting logic models and other core program documents;
- Developing a comprehensive monitoring & evaluation plan;
- Overseeing the collection, analysis, use, and dissemination of monitoring data;
- Scoping, designing, and implementing surveys;
- Creating, leading, or participating in a multi-disciplinary evaluation team; and
- Presenting evaluation results effectively to stakeholders;
- Knowledge of statistics and of common qualitative and quantitative evaluation methodologies; and
- Experience with common statistical software packages and project management information systems.
