Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, "Nuclear Safety and Security", which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. It comprises four Sections: Programme Development and International Cooperation Section, Information Management Section, Nuclear Security of Materials and Facilities Section and Nuclear Security of Materials outside of Regulatory Control Section.

The Programme Development and International Cooperation Section interacts with donors and provides support to the overall planning and coordination of the work of the Division including the evaluation of results, financial matters, reporting to donors and the assessment of outcomes of programme activities. The Section is also responsible for coordinating the training programme implemented by the other three Sections, evaluating the programme and developing a collaborative network of Nuclear Security Support Centres which underpin the sustainability of nuclear security in Member States.

Main Purpose

Under the supervision of the Section Head, the Finance Assistant contributes to the effective facilitation of the Department's extrabudgetary financial activities by serving as the focal point for financial arrangements and providing validity of financial transactions. The Finance Assistant also provides quality assurance of documents leaving the Section ensuring they are in compliance with IAEA standards, rules, and procedures.

Working Relationships

The Finance Assistant works in close association with the Section Head, the Project Officer, the Associate Project Officers for day-to-day operations and briefings. He/she receives general guidance from the Implementation Assistant who oversees the overall divisional funding allocation and efficient Extrabudgetary Programme (EBP) resource implementation. The Finance Assistant has regular contact with Technical Officers to collect and provide data for the Agency-wide Information System for Programme Support (AIPS/iProc) and/or other databases. The Finance Assistant has regular contact with the Division of Budget and Finance staff and occasionally interacts with Permanent Missions and counterparts in Member States for the acceptance of new donors to the EBP and for information exchange purposes.

Functions / Key Results Expected

  • Serve as the focal point for implementing the financial arrangements in support of activities under the Nuclear Security Plan using extrabudgetary funds.
  • Using AIPS, support actions necessary to complete programmatic inputs and to report on the status of the implementation of programmatic activities.
  • Provide financial monitoring assistance, maintaining an accurate overview of all expenditures and funds transfer between tasks, and prepare status reports for managers and donors in accordance with the terms of the contribution agreements. Process administrative actions by means of the IAEA's electronic systems (AIPS and ATLAS) and ensure that IAEA standards, rules and procedures are applied.
  • Within the assigned responsibilities, liaise with Missions and different Departments of the IAEA on procedures for the acceptance and reporting of contributions as required.
  • Assist with consolidating inputs for the final donor reports as required.
  • Provide backup support to absent administrative staff.

Knowledge, Skills and Abilities

  • Sound mathematical and numerical skills with the ability to pay attention to detail and maintain a high level of accuracy in maintaining and checking transactions in the financial systems.
  • Organizing skills: Ability to prioritize work assignments in a time bound and dynamic environment.
  • Interpersonal skills: Ability to act with tact and diplomacy in a multicultural environment showing respect for diversity and sensitivity towards cultural differences.
  • Analytical skills: Ability to analyze and verify the correctness of financial records, ability to use judgement and initiative appropriate to situations.
  • Computer skills:
    • Hands on experience of an Oracle-based ERP system such as AIPS essential;
    • Proficiency in MS Office 2010 (Outlook, Word, Excel), which is the IAEA standard and ability to use databases;
    • Knowledge of a computerized travel system such as the Agency's Travel, Lodging and Subsistence System (ATLAS) and meeting system such as the Agency-wide Meeting System (AwMS) an asset.

Education, Experience and Language Skills

  • Completed secondary education.
  • Post-secondary education in the field of bookkeeping, business administration or similar field an asset.
  • Minimum of five years of relevant work experience with demonstrated skills in managing financial transactions using computer-based systems, preferably in an international setting.
  • Experience in drafting and formatting correspondence and reports.
  • English Language Test (Level 2) and Typing test (level 2) to IAEA standard.
  • Good command of written and spoken English. Knowledge of any other official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €41 947 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
