Research Associate- Global Climate Change
The Research Associate will work with multiple evaluation teams to support impact and performance evaluations of USAID-funded GCC projects across all USAID regions. Depending on experience, this may include the following tasks:
· Provide technical and coordination support for individual project assignments, including reviewing academic literature, evaluations, reports, project documents, databases and websites; drafting, writing, and editing sections of technical reports; and coordinating work between senior technical staff.
· Support development of evaluation designs in close coordination with representatives from USAID/E3, USAID missions, and implementing partners. Develop assignment and consultant scopes of work.
· Support evaluation teams in designing and collecting data in the field and from the home office. Tasks may include helping design data collection instruments; pre- and pilot-testing data collection instruments; monitoring data collection in the field; identifying or training local partners; coordinating with counterparts; and reviewing data quality.
· Data analysis work for impact evaluations or otherwise data-intensive assignments. This may include assisting in developing metadata standards and data collection/analysis procedures; data cleaning, validation, and error checking; statistical data analysis and interpretation; developing tables, charts, and info-graphics; making data anonymous.
Qualifications for the Position:
· Master’s degree required in public administration, international development, government, political science, economics, statistical analysis, finance, business, research methodology or related field.
· At least 3 years of progressively responsible work experience demonstrating:
o (Required) Substantial experience designing, implementing, or back-stopping evaluations of international development projects, preferably funded by USAID or other U.S. Government agencies;
o (Preferred) Familiarity with climate change mitigation and/or adaptation interventions and issues in a sustainable development context; including how regions, countries, and communities adapt to existing or impending climate change impacts; and
o (Preferred) Experience with relevant technical area preferred. Examples include agriculture, water management, forests, indigenous communities, energy, flooding, etc.
· Demonstrated experience with field-based data collection.
· Demonstrated experience with analysis of survey data; experience analyzing survey data with statistical programs including STATA preferred.
· Experience conducting research using databases and other public sources of information.
· Demonstrated experience with M&E, including indicators.
· Demonstrated experience providing support to consultants.
· Excellent analytical, writing, and communication skills.
· Business-level written and oral competency in Spanish and/or French preferred.
· Demonstrated competence to assess priorities and concurrently manage a variety of activities effectively to meet deadlines with attention to detail and quality.
· Good problem solving skills.
· Team-oriented individual.
· Ability to travel internationally on occasional short-term assignments.
