The role
The Papua New Guinea – Australia Transport Sector Support Program (TSSP) continues the Australian Government's long term commitment to the transport infrastructure sector in PNG and operates under Government of Papua New Guinea leadership, strategies and policies. The program is funded through the Australian Government's Department of Foreign Affairs and Trade (DFAT).
A need has been identified for the services of a highly skilled and competent Road Asset Management System Adviser to provide assistance in strengthening the capacity of senior management and staff within Department of Works.
This role works with senior management and staff of the Department of Works Asset Management Branch to collect and maintain information on the condition of roads throughout PNG and to further strengthen skills in the maintenance of an appropriate roads and bridges asset management system.
The position has been classified under the Australian Government's Adviser Remuneration Framework (ARF), which sets out terms and conditions for employment, including remuneration rate and applicable allowances. The ARF classification for this position is specified in the terms of reference.

Suitable applicants will have/be:
- Work experience in Papua New Guinea, the South Pacific or another developing country or context.
- An understanding of the general environment of developing countries
- Sensitivity to gender, HIV-AIDS, environment, road safety and development issues
- Post graduate qualifications in Asset Management Systems
- Tertiary engineering qualifications and eligibility for membership of Institution of Engineers (or equivalent) in PNG or Australia
- Experience and / or relevant qualifications in Road Information Management Systems and related policies and procedures
- Extensive experience in the preparation of asset management policies, asset management plans, and asset maintenance strategies
- Demonstrated knowledge of appropriate asset management guidance documents and their application, including the ISO 55000 and the International Infrastructure Management Manual
- Experience in the integration of information systems such as pavement, inventory, GIS and bridge systems. This could include experience in the deployment of enterprise systems to promote access to information systems beyond the Asset Management Branch.
- Experience in project managing, procuring and contracting Road Asset Management Systems consultancy services
- Experience in developing long term optimised works programs and maintenance funding requirements for road networks in a developing country environment
- Ability to produce Asset Management / Maintenance Management Plans supported by appropriate budgeting and financial modelling
- Demonstrated commitment to and understanding of governance, institutional strengthening, change management and capacity building principles, strategies and techniques
- Commitment and demonstrated capacity to undertake activities in a participative, culturally sensitive and consultative manner, ensuring counterparts actively participate and develop understanding and ownership
- High level interpersonal and communication skills and a demonstrated ability to communicate and negotiate effectively with a diverse range of groups
- Demonstrated capacity to work independently as well as contribute positively in a team
environment - Competence with a range of computer software programs, including Word, Excel and
PowerPoint - High standards of integrity, professionalism and accountability and the ability to uphold the
credibility of, and contribute to the goals of TSSP
