Cash Based Programming Officer -- Location: Kiffa

PURPOSE OF POSITION:

The Cash Based Program Officer will assist the Cash Based Programme Project Manager in designing, implementation and monitoring of cash Based Program in World Vision Mauritania response to food crisis, ensuring that objectives are met through the effective and efficient implementation of cash based program, conditional and unconditional cash grants, vouchers programming for agriculture, livestock, community infrastructure, shelter and other initiatives as well as capacity building support to World Vision staff and its local NGO Partners.


KEY RESPONSIBILITIES:

    • To assist Cash Based Programming Project Manager in developing detailed Guidelines/Standard Operating Procedures for Cash Based Program, conditional and unconditional cash grants and vouchers programming
    • To further strengthen cash transfer and voucher delivery mechanisms developed for drought response in World Vision Mauritania, ensuring Standard Operating Procedures (SOPs) are in place and followed.
    • To maintain overall oversight of all cash transfer elements of the Program, ensuring targets are met.
    • Continuously assess and strengthening Cash transfer systems and approaches utilising experience and lessons learned from previous Cash Transfer interventions in World Vision
    • To ensure problems arising are quickly resolved to maintain programme progress, and experience gained is properly documented.
    • To build the capacity of World Vision and partner staff to implement cash and voucher programmes in a technically appropriate way through knowledge transfer, training, development of good practice, evidence based research.
    • Provide specialist advice or specific skills to Provincial teams, Cash transfer officer and Partners.
    • Work closely with Programme officers, Agriculture and Livestock Officers to find out appropriate Cash transfer modalities for agriculture, Livestock and other Livelihoods related interventions.
    • Support in developing and reviewing proposals submitted by World Vision to different donors
    • Carry out monitoring field visits and support Provincial Cash Transfer Officer and Teams in adhering to the compliance
    • Attend partner progress and review events and contribute to future programmatic priorities.
    • Support and assist the Cased Based Programme Manager and Livelihoods Coordinator on sector specific subject for developing Proposals, guidelines, strategies.
    • Together with Programme team and partners, ensure mainstreaming of HIV&AIDS, Gender and DRR in the overall planning, implementation and management of the Livelihoods programmes.
    • Capture learning and feedback to improve the Cash based response.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Bachelor degree in Economics, Agriculture, Food Security, advanced studies in enterprise development or social sciences.
    • Demonstrated 3 years of experience in livelihoods programmes preferably with an International NGO in same capacity; and a minimum of 2 year experience on Cash transfers based Livelihoods.
    • Excellent Team player.
    • Practical knowledge of food security and livelihoods strategies.
    • Familiarity with HAP-I and other accountability frameworks as well as international codes of conduct
    • Strong Computer skills, specifically Microsoft Office (Excel, Word, PowerPoint etc.)
    • Experience in contextual analysis, quantitative and qualitative researches and other assessment tools
    • Excellent facilitation skills.
    • Ability to transfer knowledge and transfer clear messages and information to a wide spectrum of people from different cultures and backgrounds
    • Work environment: 90% Field Based.
    • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills
    • Must adhere to set security standards
    • Ensure a gender perspective in the scope of work
    • Perform other duties as required.
